INTRODUCTION • Goa lies between 14-16o North latitude and 73-75o longitudes on the west coast in India. • Climate is warm and humid tropical with cool and pleasant weather in winter months. • Average annual rainfall is 2800 mm. The total rainfall received during the year 2004-05 (May 2004 to 18th March 2005) was 2150.4 mm • The highest and lowest temperatures are 35o C and 18o C. • Relative humidity varies from 100% to 51%.

INTRODUCTION ….. contd • The terrain is undulating with diverse soil conditions, hence wide range of field, plantation and horticultural crops are cultivated.   • The agriculture is pursued by about 16% of the total population. • The geographical area of the State is 3,70,200 ha. • The total cropped area is about 1,71,455 ha. 40% area is under food grain crops remaining 60% area is under commercial/horticultural & vegetable crops.

THRUST AREAS OF THE STATE • Provide greater emphasis to increase area and rejuvenation of horticultural crops like cashew, mango, coconut, banana, spice/medicinal plants etc. • Develop irrigation infrastructure and distribution network • Integrated and sustainable development of horticulture through watershed management • Increase the level of mechanization to reduce cost of cultivation in horticultural estates. • Focus on watershed development approach • Focus on high value crops - flowers, spices • Bringing more area under organic farming

  10. PROGRESS ON APMC ACT AMENDMENT Amendment of the APMC Act is in final stage.

  11. READINESS TO IMPLEMENT NATIONAL HORTICULTURE MISSION, MICRO IRRIGATION AND DRY LAND AGRICULTURE

  12. 1. NATIONAL HORTICULTURE MISSION • National Horticulture Mission Programme will be implemented through the Directorate of Agriculture. The Directorate of Agriculture will work as Nodal Agency to implement the Horticulture Mission Programme with the help of Goa State Horticultural Corporation Ltd., Government of Goa and the designated cooperative societies in the State. • Greater emphasis will be given to increase the area and rejuvenation of horticultural crops like coconut, mango, banana and spice/medicinal plants.  • Boost vegetable cultivation and promote off-season cultivation. • Development/strengthening of agriculture marketing/ grading/Agro processing and value addition will be adequately addressed through the Goa State Horticultural Corporation Ltd., APMC, and the cooperative society.

  13. 2. DRY LAND AGRICULTURE Dry land agriculture scheme is implemented as per the guidelines of NWDPRA. At present, five watershed projects are being taken up on 16,973 ha through State department and Non Government Organizations (NGOs). There is tremendous scope to take up more watershed project especially in Sahayadri/Western Ghat.

  14. 3. MICRO IRRIGATION • Major setback in the development of agriculture is lack of adequate irrigation. • Infrastructure like well/ponds should be developed • Revitalization of local water bodies • Sprinkler/drips should be promoted

SUGGESTIONS FOR IMPROVING KHARIF PRODUCTION • Suitable replacement for ruling variety of paddy (i.e. Jaya and Jyoti). • Suitable high yielding/improved varieties of pulse for Kharif season. • Subsidy for higher HP tractor should be considered. • Vacant land to be taken up for cultivation through contract farming. • Support should be given for value addition at every step. • The National Agriculture Extension Reforms Project (NAERP) may be extended to Goa State.
