  2. Why? • Driven by RI globally • 532 Districts worldwide • Static membership c.1.2m • Cost considerations Rotary International in Great Britain & Ireland

  3. Global Problems • Some parts of the world membership falling, e.g. USA, Australia, RIBI • Other parts growing fast, e.g. India • Same cost of maintaining a District whether large or small Rotary International in Great Britain & Ireland

  4. Particular Problems • 5 Districts with more than 5,000 members • Districts with more than 130 clubs • Districts covering 5 countries (e.g. East Africa, Central Asia) and several languages • All desperate to split but RI can’t afford it with static overall membership Rotary International in Great Britain & Ireland

  5. RIBI numbers • RIBI: 29 Districts and 53,000 members • Italy: 11 Districts and 42,000 members • RIBI had net loss 1071 members in 2011-12 (2% of total membership) • All Districts in RIBI showed losses Rotary International in Great Britain & Ireland

  6. RI strategy • Requested membership plans from 12 areas worldwide • 3 year membership growth and retention plans requested • If plans unacceptable, re-districting will be imposed Rotary International in Great Britain & Ireland

  20. Constitutional issues • RI Manual of procedure 2012, page 27 • Redistricting can be imposed when fewer than 33 clubs or 1,200 Rotarians; neighbouring Districts have no choice in this • Otherwise, vote required for redistricting larger Districts Rotary International in Great Britain & Ireland

  21. Transition Management • Election of District Governors for new Districts for 2015-16 by 31st May 2013 • To take into account new District boundaries • Elections can be facilitated by RIBI secretariat and done by on-line voting, if required Rotary International in Great Britain & Ireland
