SC – A3 Mission of the Study CommitteeThe mission of SC A3 is to facilitate and promote the progress of engineering and the international exchange of information and knowledge in the field of high voltage equipment, and to add value to this information and knowledge by means of synthesizing state-of-the-art practices and developing recommendations.

  3. SC – A3 Scope • Responsible for the theory, design, construction, and application of High-Voltage equipment components, equipment, and equipment systems for both AC and DC systems. • It includes all other High-Voltage equipment not specifically covered under another equipment study committee’s scopes • Emphasis is on function and interaction of HV Equipment • Maintain liaison with standardisation bodies such as IEEE, IEEE-PES, IEC, CENELEC, CSA

  4. SC – A3 Study Committee Membership • The SC currently consists of a Chairman (Mark Waldron, UK), a Secretary (Edelhard Kynast, GE), 25 Regular Members and 5 Observer Members. • The 25 countries represented by Regular Members are: • Australia, Austria, Bosnia-Herzegovina, Brazil, Canada, China, Czech, France, Germany, Greece, India, Ireland, Italy, Japan, Korea, Norway, Poland, Portugal, South Africa, Spain, Sweden, Switzerland, The Netherlands, United Kingdom and United States • The constituents of the SC come from Utilities, Manufacturers, Consultants, Research and Testing establishments and Universities.

SC – A3 Report on Working Groups WG A3.06 Reliability of HV equipment Convener: Carl-Ejnar Sölver Membership 23 members (1 corresponding) Canadian member: Bill Bergman (CM; PowerNex) Highlight The data base is in a very final stage and the analysis is starting within task forces which are focused on specific equipment. Publication: CIGRE 2011, CTB to be completed, “The 3rd international enquiry on failures of HV equipment and GIS”

SC – A3 Report on Working Groups WG A3.15 Non Conventional Current Transformers Convener: Pascal Tantin Membership: Past-convener Pascal Tantin and reviewers Canadian member: Farnoosh Rahmatian (Quanta Technologies) Highlight: Final revision by special task force completed and pending authorization for publication and future 2011 Electra Report. - WG will be disbanded. - «NCIT with digital output» : New TOR to be proposed in 2011.

  7. SC – A3 Report on Working Groups WG A3.17 Surge Arresters Convener: Bernhard Richter Membership 22 members (7 corresponding) Canadian member: Jack H. Sawada (Eng. Consulting Services) Highlight: The draft TB and Electra paper will be finalized within the next weeks and ready for distribution within the SC in September - WG has been disbanded at Paris 2010 meeting Publication: CIGRE 2008, A3-309, “Energy handling capacity oh HV metal-oxide surge arresters”; CTB and Electra paper have been finalized

SC – A3 Report on Working Groups WG A3.22 UHV Equipment Convener: Hiroki Ito Membership 34 members (9 corresponding) Canadian members: Yvon Filion (Hydro-Québec TransÉnergie) David Peelo (DF Peelo & Associates) Highlight: The draft of the TB are pending approval Publication: CTB 2010, “Background of technical specifications of substation equipment exceeding 800kV” andSymposiumPaper A3-3.1, 2009, “System impact on UHV substation equipment”

SC – A3 Report on Working Groups WG A3.23 Application & feasibility of FCL in power systems Convener: Heino Schmitt Membership 25 members (2 corresponding members) Canadian members: Yves Brissette (Hydro-Québec Technologie) Ken Edwards (BPA) Highlight: A guide on «how to test FCL» is being prepared by IEEE WG37.302. A contact is made to benefit from this close relationshipLiaison: Interest of FCL community to link with new IEEE WG “Guide for Fault Current Limiter testing ”

SC – A3 Report on Working Groups WG A3.24 Simulating internal arc & current withstand testing Convener: Neudad Uzelac (formely Martin Kriegel)Membership 18 members (3 corresponding) Canadian members: Ryszar Pater (Hydro-Québec Technologie) Iulian Profir (Rockwell Automation Canada) Highlight: Work progressing adequately Publication: CTB TBD/2010, “Tools for the simulation of pressure rise due to internal arc in MV and HV switchgear”

  12. SC – A3 Report on Working Groups WG A3.25 MOV and SA for emerging system conditions Convener: Bernhard RichterMembership 22 members (4 corresponding) Canadian member: OPEN Highlight: Work progressing adequately. - The subject of «ageing of SA» is deemed important to this WG

SC – A3 Report on Working Groups WG A3.26 Influence of shunt capacitor banks on CB fault interruption duties Convener: Anne Bosma Membership 19 members (3 corresponding) Canadian member: Bruce R. Sunga (BCHydro) Highlight: Work progressing adequately. - Mandate also to include «series reactors».

SC – A3 Report on Working Groups WG A3.27 The impact of the application of vacuum switchgear at transmission voltages Convener: Rene Smeets Membership 27 members (5 corresponding) Canadian member: René Doche ( Hydro-Québec TransÉnergie) Highlight: Just underway, yet work progressing adequately.

SC – A3 Report on Working Groups WG A3.28 Switching phenomena and testing requirements for UHV & EHV equipment Membership 40 members ( 7 corresponding members) Canadian members: Sébastien Poirier (Hydro-Québec TransÉnergie) David Peelo (DF Peelo & Associates) Highlight: Kick-off meeting was held in Paris. Activities planned: 3 task groups to conduct a benchmark study and gather field experience with various CB technologies and compare simulation results with model networks and/or actual substations.

SC – A3 Report on Working Groups WG A3.29 Deterioration of ageing substation equipment and possible mitigation techniques Convener: Anwar Maheshwari Membership: call for experts still running Canadian member: OPEN Activities planned: Assets are expected to remain in service for longer than ever before. At the same time, guidance in this field is not readily available. This WG proposes to undertake a comprehensive review of experiences in the field of degradation process, lifetime assessment and life extension techniques and asset condition monitoring.

SC – A3 Report on Working Groups WG A3.30 Impact of overstressing on substation equipment Convener: Antonio Carvalho Membership: Call for experts still running Canadian member proposed: OPEN Activities planned: In addition to classical, condition based, end-of-life considerations, lifetime management is now facing system conditions that may exceed proven equipment capabilities, often referred to as «overstressing». The WG will review end-of-life decision making in this changing environment.

Filho (BR)This may also interest other SC’s in the network modeling area • «DC equipment» : Is it the right time to start WG work on DC substation equipment ? There is already interest for DC circuit-breakers. Chairman of SCA3 to discuss this subject with SC B4.
