Logistic Standardization and Interoperability Field Training Exercise held in Lest, Slovakia from 3-28 June 2013. • Planned and coordinated by the Czech Republic (CZE) Military Logistical Coordination Center (MLCC) and supported by Slovakia (SVK) as Host Nation (HN). • The exercise was design to encompass fixed facility field trials within a limited tactical scenario. • Aim of the exercise: • To assess the interoperability of logistics systems and equipment, and the commonality of procedures, in order to make recommendations for improvements, and to enhance the overall interoperability of logistics systems and the standardization of procedures in current and future coalition operations. • Participating nations contribute logistics assets, equipment and logistics personnel: • 35 nations, 14 organisations and agencies, 1750 personnel and 600 pieces of equipment • CL 13 was be the largest logistics standardization exercise in NATO’s history. • This exercise was conducted without NATO funding. Participating nations agreed to finance its involvement cost (1st for NATO ). • The MC LSB provided the Evaluation, Analysis and Reporting Cell (EAR-C). • EAR-C responsibility: Make recommendations for improvements to enhance the overall interoperability of logistics systems and assist in the development of standardization procedures to be employed in current and future coalition operations. EAR-C consist of 30+ members, from a variety of NATO nations, including: Austria, Belgium, Bulgaria, Czech Republic, Denmark, France, Hungary, Norway, Poland, Romania, Slovakia, United States, NATO IS, NATO Joint Analysis Lessons Learned Center (JALLC) and European Union. EARC Mission • To support/assist in the Evaluation, Analysis and Reporting of NATO Standardization Agreements. • Support the Director CL 13 in the Collection and analysis ofobservations • Serve as the direct interface with JALL-C to ensure connectivity and data flow • Key objectives: • Develop procedures for capturing observations • Commonality of procedures • Interoperability of logistics systems and equipment • Relevance and adequacy of existing STANAGs • Identify shortfalls, areas not covered, misleading context • Assess accuracy and efficiency of STANAGs; and • Provide recommendations pertaining to the development, update • ordeletion of STANAGs.

  4. CL13 ODCR • 65 + Observations Data Collection Recorded • (MCLSB-approved SME’s) • 33 NATO Standards evaluated: • Changes required in 20 or more NATO Standardization documents • Development of Operational Standards for fuel and Water.

Military Committee Land Standardization Board Proposed Way Ahead • Way ahead for CL13 lessons learned exploitation. • Decision: • The MCLSB noted the update on Way ahead for CL13 lessons learned exploitation; • EARC to report back at the next meeting; • MCLSB to form an Ad Hoc WG Sustainment Interoperability and Standardization Working Group – MC SIS WG) in order to: • Oversee and or implement corrective actions for ODCR findings • Monitor the process.

Focus on a JLSG HQ and supporting functional areas/Multinational Integrated Logistics Units (MILUs). • Hungary has agreed to host CL 15, June 2015, in the Bakony Training Area 80 KM south of Budapest. • Planning/Coordination by the Czech Republic (CZE) Military Logistical Coordination Center (MLCC) and supported by Host Nation. Points of Interest/Possibilities: • The Multinational Logistics Coordination Centre would coordinate the exercise • NATO MC LSB (EAR-C) would evaluate the JLSG HQ, Interoperability and Standardization objectives • Nations would have the opportunity to participate in CL 15 and provide augmentation to the JLSG and deploy teams to execute tactical logistics as part of a logistics functional area/MILU. • Trident Juncture (TJ) participating nations (specifically TJ JLSG personnel) could participate in CL 15 as a preparation exercise for TJ. • Nations that are committed to serve in a functional area for TJ could participate in CL 15 to prepare or assess their forces. • CL 15's focused training for the JLSG HQ and supporting MILUs would serve as the exercise link to TJ 15.
