Action #1 Publish Update Matrix • MT Activities Matrix summarizes Implementation Strategy for Mitigation Projects (last version 2003) • Each State update their Matrix info • Subcommittee Chair writes 2007 version • Submits to NTHMP web master for publication • Dynamic document, “blog” capability • Mirror sites, links to other sites, downloadable products Company Confidential

What are “Subcommittee Priorities” ? • Gaps in the Matrix products/activities that the majority of the States want addressed currently at the Subcommittee level • These are different from the individual States determine their own specific priorities for their State Programs • If the Subcommittee Priorities need funds, the Subcommittee submits a Multi-State Proposal Company Confidential

What are “Multi-State Projects” ? • A Multi-State Project is a National-level Product that is needed • It cannot be accomplished by an individual State within their State Program budget • It will benefit more than one State • It is led by one Subcommittee member (State or Federal) within input & oversight by the Subcommittee • A Multi-State Proposal will be submitted by the Subcommittee if funds are required • Examples – Vertical Evacuation Shelter Project Company Confidential

Action #2 – Priority - Develop Loss Estimation Project & Work Group • Current loss estimation products/activities should be incorporated into a larger loss estimation project over a more regional geographic area, i.e. beyond a community or State view • Work with & incorporate work by Nate Wood, Paula Dunbar and others using HAZUS, etc. Company Confidential

  6. Action #3 – Priority – Develop a Recovery (& Response?) Guidance Document for Local Officials • Form Project Work Group • Use pieces that have been developed • Led by Oregon Company Confidential

Action #4 – Develop an Education Course Work Group • Based on Subcommittee’s Education Element in MT Strategic Plan & new NOAA/UW Tsunami Certification Course • Led by George Crawford • Such Education activities to be related to new Subcommittee name • Media Tsunami Education – WA Media Kit is model for other States to use Company Confidential

  8. Action #5 – Develop Member Expertise List • List expertise & product contacts for easy access for new members • Publish on NTHMP website Company Confidential

  9. Action #6 – Subcommittee Terms of Reference • Extract Subcommittee roles & activities from 1998 Strategic Implementation Plan for Mitigation Projects (NOAA, Denglar) • Update Terms with new tsunami legislation • Deliver to NTHMP Chair two weeks max Company Confidential

  10. Action #7 – Establish Education Module • Incorporate Education module into Subcommittee name to reflect update tsunami legislation • Module should have potential to move within NTHMP structure if needed Company Confidential

Multi-State Project Update – Vertical Evacuation Shelter Project • Subcommittee Priority for low-lying communities who cannot evacuate horizontally for local event • Joint FEMA (NEHRP)/NOAA (NTHMP) $500,000 3-year project • Technical Design document to be published as FEMA 604 in February Company Confidential

Last phase, User Guidance Document for Local Officials dealing with vertical evacuation • MT Subcommittee members to be directly involved with providing local input & oversight. • Last phase is contracted, Technical document is near complete & will be used as basis for User Document • ACTION – Define MT Managing Committee, establish timeline for completing User Guide, hold first meeting December (projected) on West Coast.   15. FEMA Program Funding Sources • States & Communities must have a Hazard Mitigation Plan prioritizing their relative hazard risks – coastal States & communities & tribes should include tsunami • A HM Plan makes them eligible for Pre-Disaster MT competitive grants (PDMC), and post-disaster Hazard MT Program Grants (HMGP). • If tsunami is listed as a risk, they can submit applications for tsunami mitigation projects. • Work with the State Hazard MT Officer if you are not one!
