CBO Authority / DCBO The Energy Commission is the Chief Building Official (CBO) and has the responsibility of enforcing the California Building Code. • Authority to delegate to either a local building official or an independent third party. The Delegate CBO represents the Energy Commission: • Engineering plan review and on-site inspections. • Staff retains CBO authority: • Interpretation and enforcement of state and local codes.

  4. DCBO Pre-Bid Conference • The Blythe Solar Power Project, Units 3 and 4 will be a nominal 250 MW (125 MW for each unit) solar photovoltaic electric generating station. The project owner may utilize both thin-film solar (cadmium telluride), and polycrystalline silicon panels. The arrays will utilize a single axis tracking system. • Project elements include the solar modules, with tracking mechanism and inverters, transformers, combiner boxes, and associated underground conduit.

DCBO Pre-Bid ConferenceKey Items To be Aware Of • Zero Sum Contract • Winning firm will contract directly with NextEra Energy for payment after completing negotiations with the Energy Commission. • Rates will be negotiated through the Energy Commission Process. • Contract cap will be negotiated by the Energy Commission and will be based on information provided by the project owners and our needs. • Third Party Beneficiary Agreement (Attachment 10)
