Welcome!. African Union Diaspora. Netherlands Chapter. Main aim. The Diaspora (sixth Region) is supposed to elect 20 AU Representatives for the AU ECOSOCC Summit (December 2007) We, the diaspora in The Netherlands and the rest of Europe, must deliver 4 of these representatives.

  4. What is ECOSOCC • ECO = Economic • SO = Social • C = Cultural • C = Commission

  5. Diaspora A diaspora is; • 1. a person of African descent and heritage • 2. living outside the African continent irrespective of their citizenship • 3. remain commited to contribute to the development of the continent and building of the African Union

ECOSOCC represents a major step forward in civil society participation in the AU Organisation of African Unity OAU African Union AU Restrictive OUA mandate so limited opportunities for participation Lack of an institutional set-up for structural civil society involvement Instrumental approach to involving civil society Broad AU mandate requiring civil society participation for effective implementation ECOSOCC created as an AU Organ for civil society engagement Civil society in the driving seat

KEY ROLES OF THE ECOSOCC BUILDING A DEMOCRATIC AU By mainstreaming people’s participation INTERFACE Acting as a bridge/broker between Africa’s civil society and AU POLICY ADVISE AND ADVOCACY in the formulation, implementation and evaluation of the AU mission ECOSOCC CHANGEAGENT Promoting norms, values, rights - Acting as an agent for democratisation and development PROMOTING AFRICAN CULTURE in its progressive values ENABLING CIVIL SOCIETY Enhancing legitimacy, organisation and capacity

  9. On the 21th. of March 2007there was a big • Town Hall Meeting at the South African Embassy in The Hague with a large Audience. • Central Question Do you want to participate in building a new Africa?

  10. On the 21th. of March 2007 • We accepted the challenge to find and deliver representatives for the African Parliament, the AU commission (ECOSOCC) and various technical Commissions of the AU

  11. So we (the ADCC) are ready to build a new Africa

  12. The created products • 1. Organize the Town Hall Meeting • 2. Formulate Basic document • 3. Create a folder • 4. Registration system (database etc.) • 5. Create a website • 6. Selection criteria for the ADCC • 7. Selection criteria for the SRADCC • 8. Selection criteria for the Representatives* • 9. Rules of order (under discussion)* • 10 a document with the goal, task and responsibilities • 11. a backgroud document (Composed by drs. Barriel Biekman) • 12. etc. etc. etc.

  16. Representatives shall be selected from the12 provinces

  17. The ADCC shall work coordinately with other Diaspora organisations to select representatives who can compete on European level. ECOSOCC African Union Europe Level The ADCC want to make sure no one is left behind

  18. From Europe 4 representatives are going to the AU ECOSOCC African Union Other European countries has also join, so the structure is a wider as above.

How do we (The ADCC) see it • Calling volunteers to searches for or to be representatives • ADCC shall organize Town hall meetings, and call up the Diaspora to be representatives for the Netherlands • The ADCC shall start working on effective programs/projects, that can help Africa forward, and help the African peoples to improve their lives

  20. Where can we find the diaspora in the Netherlands

Medium Term Goal of ADCC • Reaching at least 50% of representative Diaspora peoples (representative adults). • Writing and implementing mean full projects for African community (African union) • Implementing project to improve the life of people from African heritages in the Netherlands • Encourage European, USA and other Diasporas to become representatives for the sixth region of the AU • Stabilize the ADCC as an important backup group for the AU representatives
