Warning process in DWD • Law on the Deutscher Wetterdienst § 4 (1) 3 : „… the issuance of warnings of weather occurrences that could become a danger for public safety and order …” Types of warnings: • Public warnings • First candidate for CAP • Combination of more then 8 regions with 50 subareas per region and around 20 meteorological parameters • Different severity classes • Large number of products (upward trend!!) • Aviation warnings • Warnings for global exchange (subset of public and aviation warnings)

Formats and publishing of public warnings • Formats and publishing of warnings • Default format (text, ia5) • Non standardised xml formats • Publishing and distribution of public warnings • Webbased applications like (DWD or Meteoalarm frontends) • Customised distribution via fax, email, ftp, sms and other • Published via DWD ftp server Problems: • Text format (“unsuitable” input format for applications) • Different customised (“hand-made”) xml formats

Status of implementation and route map • First draft implementation for public warnings Access to draft CAP output via DWD ftp-server: For details, please contact: • reik.schaab@dwd.de • Operational Summer 2011: • 1. step: CAP only as an addionally output format for public warnings • nexts steps: CAP as standard format of warnings and other warning products • Using CAP schema for data exchange between different systems (DWD internally)

  9. Next generation: • Using the full functionality of CAP • New products like: • Warning with detailed geo references • Warning status for different areas • …

Open Issues • Powerful xsd schema (Version 1.1, draft version 1.2) • But some problems: • Critical points: • meteorological parameters (<parameter>-tag) • Altitude and ceiling values (<altitude>-, <ceiling>-tag) compliant to German / European law • Nice to have: • Message ID (<identifier>-tag): ID managed by WMO repository AND orginator • Authority ID (<sender>-tag): ID managed by WMO repository email

Description of meteorological parameters (1) Workaround: first idea Problem: Using the <parameter>-tag as “machine-readable” element for meteorological parameters: • Combination of value and unit, • Ranges of values (e.g. between 10 and 20; > 20 or < 20) DWD / Meteoalarm (first workaround) draft Version 1.2 (workaround) !

  14. Next steps • Publishing public warning (only as addionally format) via DWD ftp server (for details see: http://www.dwd.de: “Special Users, Basic information supply”): June 2011 • Designing a “DWD” profile • Development of CAP based applications like “apps” or “visualisers”
