  10. Considerations for a Tolling System Concept Kapsch TrafficCom

  11. Highway Tolling City & Congestion Charging Bridges & Tunnels „All“ Roads Types of Tolling Schemes • Nation-wide tolling strategy requires architecture to accommodate various types of tolling schemes • A successful national charging scheme has to consider all these possibilities, so that the whole puzzle works Kapsch TrafficCom

  12. System Concept • Kapsch System Concept shows how a future national road pricing system could be implemented for all roads and all vehicles: • DSRC for motorways and other main roads • GPS/GPRS for rural roads • DSRC/Video charging for urban areas or specific charging zones GPS/DSRC on-board unit • 3 system parts fully compatible: enable the system planners to choose the best technology for each specific use case Kapsch TrafficCom

  13. Golden Rules • Simple and understandable rules – users must be able to understand and support the ideas of the charging concept • Practicable system concept based on one common system architecture • “Working technology” • Enable cost-effective system operation • Provide secure system operation Kapsch TrafficCom

  14. Principal Considerations and their Effects on System Design • National tolling strategy is a very complex task - depends on various factors: • Political drivers • Fairness – the user pays for individual use of infrastructure • Applicable to HGV and/or passenger cars • Enabling of mobility by reducing traffic • Enabling of mobility by shifting traffic (in time and space) • Concentrate HGV traffic on highways • Shift transport/mobility to other modes of transport • Economic drivers • Financing of investment & operation • “pay per mile” - according to real cost factors • Additional income Kapsch TrafficCom

  15. Principal Considerations and their Effects on System Design • Environmental drivers • Encourage fleet renewal by lower tariffs for “cleaner” vehicles • The definition of “clean” may tighten over time according to a published plan • Price/mile or in a region may vary according to (local) pollution situation • Social drivers • Fairness and non-discrimination – all users must be treated equally • Quality of life should not degrade due to increased mobility • The system concept must be understood and accepted by the users • Support modal shift to public transport • Data protection according to legislation, but additional information available to support safety and security • Safety, Traffic Information and Management • A great deal of additional telematics applications can be developed from a Tolling System and provide additional benefits for the End User as well as for Road Operators • In designing the tolling strategy, priorities have to be ordered according to the aspects mentioned above. Depending on the regions affected, the requirements for the toll operator/ authority and the user needs will vary. Kapsch TrafficCom

  16. Key cost drivers • Many factors influence the costs of a road user charging system: • Type of vehicle • Type of user • Number of users • Type of roads • Charging Scheme • Road network size • Communications between OBU and Central System • Technology All these aspects should be taken into account when defining a road user charging system, without ignoring the operational costs (communications; back office operations) Kapsch TrafficCom

  17. Nationwide DSRC Tolling System Kapsch TrafficCom

  18. Characteristics • Whole motorway network is subject to the toll scheme • Open system architecture & Multi Lane Free Flow • Compulsory use of OBUs (On Board Units) • Easy access to OBUs (Point of Sale) • Different types of contacts pre pay or post pay • Non-discriminatory access for any users • Vehicle categories based on axels, emission class, …. • Toll tariff is based on day, Time, categorie, tolling segement Kapsch TrafficCom

  19. section „A“7,9 km vehicle entersthe network section „B“4,3 km section „C“8,5 km vehicle exitsthe network System Architecture Free-flow Architecture • access to highway network, area/city or road/tunnel/bridge  open  free-flow! • one charge point (l) covers a certain section or an entry point for an area/city or a road/city/tunnel • no barriers on exit and entry ramps! vehicle total trip:20,7 km Kapsch TrafficCom

  20. Basic Components of a Multi Lane Free Flow Tolling System • Tolling station • Enforcement station • portable Enforcement equipment • Mobile enforcement vehicle • OBU mobile reader • Homebase • Central system (Tolling, Enforcement, adminstration, Customer Attention) • Onboard Unit (OBU) • Point of Sale Kapsch TrafficCom

  21. DSRC Onboard Unit (OBU) Kapsch TrafficCom

  22. Combined GPS-/DSRC Tolling Kapsch TrafficCom

  23. DSRC • Low-cost onboard unit (easy installation) • Little communications cost • Very reliable and accurate GPS light • Offers DSRC system operators a migration path into the GPS world • Combines the benefits of both technologies GPS/GSM • Flexible system (e.g. adding toll roads, introducing toll zones) • Little road side equipment needed • Basis for add-on telematics applications Combined DSRC/GPS Solution Kapsch TrafficCom

  24. Map Matching Onboard Unit with existing GPS, GSM, DSRC Module GPS Location Points GPRS Central System GPS/GSM WAN DSRC DSRC Transactions Transaction Concentrator The GPS light System Approach (Thin Client) Kapsch TrafficCom

  25. Combined OBU; Intelligence is located in the central system 1 Low-cost Onboard Unit Easy installation of the OBU, simple MMI 2 Easy-to-install / Easy-to-use Map and tariff changes without OBU software downloads 3 High Flexibility Optimized map matching, DSRC-supporting points 4 High Accuracy 5 Optimized map matching, powerful central system High Performance Where possible usage of DSRC, optimized GSM data transfer 6 Optimized Communications Costs Main routes: DSRC+Video+Laser, Side routes: DSRC+Smart Video 7 High Enforcement Rate 8 Encryption of all transferred data High Data Security Telematics platform with out-of-the-box applications 9 Additional Telematics Applications GPS light System Targets Kapsch TrafficCom

  26. Possible Telematics Applications Kapsch TrafficCom

  27. Conclusion • The challenge is the right preparation of such a project • Start with “What to achieve?” and not “How to do it?” • A good legal basis is already more than half of the success • Do not underestimate the importance of PR and information to customers • Set realistic time schedules to build, test and to go live with a scheme • Rely on proven technology – Tolling Business is not a ‘Beauty Contest’ • Do not forget about the Operational Cost in such long-term projects • Rely on suppliers with substantial experience in the Tolling Business Kapsch TrafficCom

  28. Thank You! Kapsch TrafficCom
