It will be created in individual places where people and businesses work, trade and innovate. • The most economically important of these places are cities1, which account for 62% of jobs and 63% of economic output. When their surrounding areas are also considered, this rises to 78% of England’s jobs and 85% of total output. 1. We use the term ‘city’ is used broadly to describe the natural economic area of the city which can also be termed ‘city region’ and largely defined by the LEP boundaries.

Significant change for central Government • Localism Act includes • General power of competance for local authorities • ‘Core Cities amendment’ – allows government to devolve any powers or functions to local authorities using secondary legislation. • Unlocking Growth in Cities • Commitment to do deals with 8 core cities and pass down powers and responsibility • Bespoke deals – no one size fits all, focus on local priorities • Considering moving beyond the core cities

But this will require a step change in the way local leaders drive economic growth City leaders will need to be pro-active to attract the private sector investment that is critical to our urban economy Cities will need strong, visible leaders who are able to articulate a convincing economic visions for their area and take the decisions necessary to make this vision a reality City leaders will need to think innovatively about tackling barriers to growth on the ground Cities will need to lead a fundamental culture shift, looking outwards to the private sector and civil society for solutions, not up to central government
