Three Primary Types of State Financial Aid • Grants/Scholarships: • Don’t have to be repaid • Paid directly to the institution • Forgivable loans • Loans that may be repaid or “forgiven” with service • Paid directly to the institution • Loan Repayment • Awarded to graduates working in specific fields • Paid directly to the loan servicer

  4. Undergraduate Grants • MTAG - Mississippi Resident Tuition Assistance Grant • MESG - Mississippi Eminent Scholars Grant • HELP - Higher Education Legislative Plan for Needy Students • LAW - Law Enforcement Officers and Firemen Scholarship • NISS - Nissan Scholarship

Mississippi Tuition Assistance Grant (MTAG) • ELIGIBILITY • MS Resident • 2.50 GPA (on a 4.0 scale) • 15 ACT or 720 SAT • NOT full Pell-eligible • Continuous, full-time enrollment at eligible Mississippi institution • AWARD: • Up to $500 as a freshman/sophomore • Up to $1,000 as a junior/senior Primary State Grant Program

Supporting Documents for MTAG • Residency documentation (2 forms) • First-time college student: • 7-Semester High School GPA (minimum 2.5 GPA)* • ACT Score from official source (minimum 15 ACT)* • Returning college student: • College grade verification w/ minimum 12 completed hours (minimum 2.5 GPA) *Typically submitted by the high school counselor

Mississippi Eminent Scholars Grant (MESG) • ELIGIBILITY • MS Resident • 3.5 GPA (on 4.0 scale) • 29 ACT or 1290 SAT or National Merit / Achievement • CAN be full-Pell • Continuous, full-time enrollment at eligible Mississippi institution • First-time college student • AWARD: • Up to $2500/year

  8. Supporting Documents for MESG • Residency documentation (2 forms) • First-time college student: • High School GPA (minimum 3.5 GPA)* • ACT Score from official source (minimum 29 ACT)* *Typically submitted by the high school counselor

  9. Higher Ed. Leg. Plan for Needy Students (HELP) • ELIGIBILITY: • MS Resident • 2.5 GPA (on 4.0 scale) • 20 ACT • Meet income limitations (complete FAFSA and Household Verification Worksheet) • Complete specific high school core curriculum • Be within 2 years of high school graduation • AWARD: • Full tuition at MS 2- or 4-year public institutions or equivalent amount of public tuition at private institutions

Supporting Documents for HELP • Residency documentation (2 forms) • FAFSA • Household Verification Worksheet (on application) • High School GPA (minimum 2.5 GPA)* • ACT Score from official source (min. 20 ACT)* • Certification of HELP Core Curriculum* • Additional if Sophomore: College grade verification w/ minimum 12 completed hours (minimum 2.5 GPA) *Typically submitted by the high school counselor

  12. HELP Curriculum • Required CPC + 1 = 17-1/2 units: • 16-1/2 units from the required CPC + • 1 advanced elective • Will changing for incoming freshmen 2022 • HELP = Required CPC

  13. Law Enforcement & Firemen Schol. • ELIGIBILITY: • MS Resident • Child of law enforcement officer or fireman who was permanently disabled or killed in the line of duty • AWARDS: • Full tuition and fees at a MS 2- or 4-year public institution • Housing allowance

  14. Nissan Scholarship • ELIGIBILITY: • High school senior • MS resident • 2.5 GPA • 20 ACT • Demonstrate financial need • Demonstrate leadership abilities • AWARD: • Full tuition and fees at MS 2- or 4-year public institution • Book allowance

  15. Forgivable Loans for Undergraduates • Education: • Teacher Education Scholars Forgivable Loan Program (TES) • William Winter/Alternate Route Teacher Forgivable Loan • Health Care: • Nursing Education Forgivable Loan (BSN and RN-BSN)

Forgivable Loans for Graduate Students • Education: • Graduate Teacher Forgivable Loan • Counselor and School Administrator Forgivable Loan • Health Care: • Nursing Education Forgivable Loan (MSN, RN-MSN, PhD) • Nursing Teacher Stipend Forgivable Loan • SREB Regional Contract Forgivable Loan (Optometry)

  18. Deadline Dates • March 1 - Complete Application for Nissan • March 31 - Online Application for HELP and ALL Forgivable Loans • April 30 – Documents for HELP and ALL Forgivable Loans • September 15 - Online Application for MTAG and MESG • October 15 – Documents for MTAG and MESG

  19. Residency Documents (2 Required) • FAFSA (Preferred) • MS Driver’s License # on Application (Preferred) • State Income Tax Returns • Alternate Residency Documents Accepted: • Homestead Exemption • Voter Registration • Vehicle Registration

Award Process • Receive applications beginning October 1 • Receive appropriation in April – create budgets • Receive grade files from institutions in May/June • Make award offers to students, beginning in June/July • Complete contracts with new recipients (loans only) • Post award reports for institutions • Receive enrollment files from institutions after classes start • Disburse funds to institutions

General Policies • Full-time, continuous enrollment (fall and spring) required • 15 earned hours = full-time for state aid • State follows federal guidelines for determining dependency • Residency for state aid NOT the same as residency for tuition (waivers, 4 yrs in high school, military) • State accepts grades/GPA reported by school – SFA will NOT calculate GPAs • SFA will NOT hear appeals related to deadline dates, residency, GPA, or ACT score

Issues for Appeal • Continuous full-time enrollment • Near-degree • Exceptions will be considered for one term only  • No appeal will be accepted and no aid will be disbursed for any semester carrying less than 6 hours • Personal Event may include serious medical problem or illness, accident or injury, divorce, abuse, death of an immediate family member, or military service • Internship must be required or lead to earned credit • SAP • State Office will follow Institution

Institutional Responsibilities • Submit grade files by the deadline each term. • Submit enrollment files by the deadline each term. • Review award, disbursement, and balance reports published by the Office each term. • Notify the Office of any discrepancies related to residency, citizenship, or financial need. • Ensure that no state financial aid recipient receives an aid package that exceeds cost of attendance.
