Classroom Sets • “Classroom sets” are not the free-with-order materials that you currently receive from a publisher. • Defined in TAC Section 66.104 (s) as “…total count of SBOE adopted textbooks on the conforming or nonconforming list necessary to provide one copy to each student during the class period.”

  3. Classroom Sets • Elementary: minimum of 22 units per class for each content area and grade level based on student eligibility through PEIMS • High school: minimum of 32 units, with the exception of school districts with small enrollments, times the number of teachers for each content area or course

  4. Classroom Sets • Applies to Proclamation 2010 and forward Does not apply to previous adoptions • Schools are required to have classroom sets of SBOE-Adopted materials • Due to a difference in class scheduling, high school classroom sets are different from elementary classroom sets

  5. Classroom Sets • Agency will ask school districts to certify that they are ordering classroom sets by adding certification to Local Board of Trustees Certification form • Considering numerical reasonableness test

  6. Textbook Credits HB 188 from prior legislative session provides for the generation of textbook credits for textbooks that are below max cost. School District Credit = Max Cost – Cost of Textbook x 50% x Number of Copies Requisitioned

  7. Ordering Scenarios

  8. Scenario 1: Business As Usual Cost of materials could be at the state max cost Order Materials Only from SBOE-Adopted List Cost of materials could be above state max cost Cost of materials could be below state max cost.

  9. Scenario 1: Business As Usual If cost of material is at state max cost, no credit is generated. Example: 824 X $75.52 = $62,228.48 Order Materials Only from SBOE-Adopted ListExample: Literature I 800 students X 103% = 824 State max cost: $75.52

  10. Scenario 1: Business As Usual If cost of material is above state max cost, school is responsible for paying the publisher the difference. Example: (Cost of textbook = $76) 824 X $76.00 = $62,624.00Cost at State Max - 62,228.48 Pay Publisher $395.52 Order Materials from Only SBOE- Adopted ListExample: Literature I 800 students X 103% = 824 State max cost: $75.52

  11. Scenario 1: Business As Usual If the cost of material is below state max cost, a credit will be generated for 50% of the difference. Example: (cost of textbook = $70) Cost at State Max $62,228.48 824 X $70 - 57,680.00 Difference $ 4,548.48 50% credit to school = $2,274.24 Order Materials Only from SBOE-Adopted ListExample: Literature I 800 students X 103% = 824 State max cost: $75.52

  12. How Credits May Be Used SBOE-Adopted Materials: School will order in EMAT. Districts may use the credits they have earned on any of the following materials: Commissioner-Adopted Materials: School will order in EMAT. Technological Equipment: School will request funding in EMAT. Money will be deposited in school account. Supplemental: School will request funding in EMAT. Money will be deposited in school account. State Developed Open-Source Materials: School will order in EMAT.

  13. Scenario 2: Ordering Classroom Sets Order Classroom Set from SBOE- Adopted List that is at the state max cost. Example: 10 teachers with 32 students (10 X 32 = 320) 320 X $75.52 = $24,166.40 Unit Recap (824 – 320 = 504) Credit Recap – No credits Order Only Classroom Sets from SBOE-Adopted List at High School LevelExample: Literature I 800 students X 103% = 824 State max cost: $75.52 District can order additional material based on their remaining eligibility for 504 units.

  14. Scenario 2: Ordering Classroom Sets Order Classroom Sets from SBOE State-Adopted List that are at the state max cost. Example: 15 teachers with 22 students (15 X 22= 330 X 103% = 340) 340 X $53.48 = $18,183.20 Unit Recap (340 – 340 = 0) Credit Recap – No credits Order Only Classroom Sets from SBOE -Adopted List at Elementary LevelExample: Reading, Grade 4 330 students X 103% = 340State max cost: $53.48 District does not have any eligibility remaining to order additional material.

Scenario 3: Ordering from Commissioner’s List Example: 100 X $75.52 = $7,552.00 (Credits generate as usual – Unit Cost vs. Max Cost) Unit Recap: 824 - 100 = 724 Below Max Cost Credit Recap: No credits Example: Literature I Eligibility: 800 students X 103% = 824 units State Max Cost: $75.52 • Required to order Classroom Set from SBOE- Adopted List first • Order from Commissioner’s List • Remaining Eligibility Example: (Textbook costs $38.00 and district wants 400 units) 400 X $38.00 = $15,200.00(Credits generate as usual – Unit Cost vs. Max Cost) Unit Recap: 724 - 400 = 324 Credits : $75.52 - $38.00 = $37.52 Below Max Cost Credit Recap: 400 X $37.52 X 50% = $7,504.00 Remaining Eligibility carried forward is 324 units. If eligibility was converted to credits, value would be: 324 X $75.52 X 50% = $12,234.24

  16. How Credits May Be Used SBOE-Adopted Materials: School will order in EMAT. Districts may use the credits they have earned on any of the following materials: Commissioner-Adopted Materials: School will order in EMAT. Technological Equipment: School will request funding in EMAT. Money will be deposited in school account. Supplemental: School will request funding in EMAT. Money will be deposited in school account. State Developed Open-Source Materials: School will order in EMAT.

  17. Scenario 4: Purchasing Technological Equipment District orders 400 units at max cost . Example: 400 X $75.52 = $30,208.00 (Credits generate as usual – Unit Cost vs. Max Cost) Unit Recap: 824 – 400 = 424 Credit Recap: No credits • Order Classroom Sets from SBOE Adopted List • Purchase Technological Equipment Example: Literature I800 students X 103% = 824 State max cost: $75.52 824 X $75.52 = $62,228.48 Remaining Eligibility is calculated. (does not include 3% quota allowance) Example: Units 400 X $75.52 = $30,208.00 50% credit to school = $15,104.00 Not Yet Determined: District may choose to retain the 3% quota allowance or have it converted into a credit.

Districts may use the credits they have earned on any of the following materials: Commissioner-Adopted Materials: School will order in EMAT. Technological Equipment: School will request funding in EMAT. Money will be deposited in school account. Supplemental: School will request funding in EMAT. Money will be deposited in school account. State Developed Open-Source Materials: School will order in EMAT.

Scenario 5: Ordering a Combination of Materials Example: Literature I Eligibility: 800 students X 103% = 824 units 824 State Max Cost: $75.52 • Required to order Classroom Set from SBOE-Adopted List first • Order from Commissioner’s List Example: 100 X $75.52 = $7,552.00 (Credits generate as usual – unit cost vs. max cost) Unit Recap: 824 - 100 = 724 Below Max Cost Credit Recap: No credits Example: 400 X $38.00 = $15,200.00(Credits generate as usual – unit cost vs. max cost) Unit Recap: 724 - 400 = 324 Below Max Cost Credit Recap: 400 X $37.52 X 50% = $7,504.00

  20. Scenario 5: Ordering a Combination of Materials (cont.) 3. Order State-Developed Open-Source Textbook 4. Remaining Eligibility Example: (Cost is $2.00; district wants 100) 100 X $2.00 = $200.00(Credits generate as usual – Unit Cost vs. Max Cost) Unit Recap: 324 - 100 = 224 ($75.52 - $2.00 = $73.52) Below Max Cost Credit Recap: 100 X $73.52 X 50% = $3,676.00 Remaining Eligibility carried forward is 224 units. If eligibility was converted to credits, value would be: 224 X $75.52 X 50% = $8,458.24

  21. How Credits May Be Used SBOE-Adopted Materials: School will order in EMAT. Districts may use the credits they have earned on any of the following materials: Commissioner-Adopted Materials: School will order in EMAT. Technological Equipment: School will request funding in EMAT. Money will be deposited in school account. Supplemental: School will request funding in EMAT. Money will be deposited in school account. State Developed Open-Source Materials: School will order in EMAT.
