  2. 29 Money is…. • A special budget provided by the State in 1999 as part of the Willie M. class lawsuit. • The North Carolina General Assembly has allocated funds (PRC 29) to provide resources to help school systems appropriately serve students with severe and complex behavioral/emotional needs. • It’s a competitive grant • These are add-on funds for EC students only • Can only be used for staff salaries that provide direct services to students identified as PRC29

  3. 29 students..…..Today! • Are identified as EC • Have a behavior Goal • Have a FBA/BIP • Been through your LEA/Charter Referral for 29 services process • Meet the required score on the states entrance rubric • Have a Baseline Request in CECAS or have a paper SIF copy at DPI for non CECAS users • Are receiving face to face contact with 29 staff to address replacement strategies identified on the BIP and IEP

Preparing the PRC 29 Budget • May 1st 29 Grant submitted to DPI • No Grants should be sent in before April 20, 2014 • Don’t Be late • Check the NCDPI Website for forms and info • Nothing faxed • No Handwritten grants of SIF Forms! • Submit your PRC29 Request for Funds application and Budget Request Summary Form(s) to prc29report@dpi.state.nc.us • Mail Signed Original Copy

  5. Submission of Your Request with the Entrance Criteria • Use it for any student you are considering making a request for • Do not change the rubric • Use the scale for considerations • Do not mail the entrance criteria with request • Send entrance criteria to your assigned consultant

  6. Request for Funding • A request for funding form is required for each different position requested. • Example • One request for a Behavior Liaison and one for a Behavior Assistant -Or- • One request for 2 Behavior Liaisons Workbook Pages 5-6

  8. b) Service Description: Please explain the details of the service to be provided. • Details…..that tell what this position will look like in your LEA/Charter • Use specifics • Give examples • Remember the goal of the grant

  9. C) Short term Indicators: • Short-Term Indicators: For the service requested in section (a), describe short-term indicators which demonstrate how the service provided is effective. Each indicator must be measurable and clearly related to the progress towards long-term goals for the student(s). Short-Term Indicators must demonstrate how the position will be used to change student(s) behavior as it relates to the IEP behavioral goal and/or behavioral intervention plan. • Measurable • Think IEP • In addition or add on

  10. d) Long-Term Indicators: • Long-Term Indicators: Describe long term indicators which demonstrate how the service provided is effective. Long-Term Indicators must demonstrate how the position impacts student’s grades, attendance, suspensions, incident(s) of violence, reading scores, math scores and hours in school.

Budget Request Summary • Ask for the total of what you need for the position…include fringe benefits. • Make sure position matches the Request for Funding page • Only ask for Salaries….No Travel, Subs or Lunch Money • Utilize NC State salary scale unless you already have a specific person ready to fill the position • Local supplements can not be paid from this fund • Category Percent of is asking what % of your salary that will be covered by 29 funds?

Making a Request on CECAS • You will use the entrance rubric to select possible students to serve during next years grant • You will enter a new baseline on all 29 students you are making a request for • You will enter services but NO INTERVENTIONS • You will use data from first semester-April 20th • Mark students as request for the upcoming school year (14-15) • Prepare a paper roster of the students on your CECAS list to accompany your request for funds grant packet(page 8 in workbook)

  16. Non CECAS Users Workbook pages 20-21 • You will submit paper copies of Student information forms (SIF) to DPI • These will be typed, no handwritten forms please • Mailed • Emailed • Roster of students names included
