  3. Current IDIQ Requirements for M&V Reporting (C.4.2) M&V reports • Annual is minimum frequency • Provide evidence that continued ECM performance achieves the guaranteed cost savings • Contents: ECM performance measurements, calculations, & adjustments to baseline

  4. Key issues in M&V reporting: • M&V report should have enough context to make sense alone • Access to background information is critical: • Delivery Order (ECM descriptions, M&V plan, cost schedules), acceptance documentation, commissioning materials, post-installation M&V report, contract modifications • Verification of O&M - per IDIQ section C.6 - C.8, especially C.7.4  • included ESCO verification of government's maintenance and operations procedures
