  2. MAPPA in Scotland • Management of Offenders etc. (Scotland) Act 2005 sections 10 & 11 provide legislative framework for MAPPA • MAPPA introduced for sexual offenders in April 2007 • MAPPA introduced for restricted patients in April 2008 • MAPPA introduced for violenmt and other offenders ????

MAPPA and the NHS • Responsible authority for restricted patients • Care Programme Approach (CPA) • Police liaison • MAPPA level 2 (or 3) review at key stages • Duty to co-operate for all MAPPA offenders • Point(s) of contact • Information exchange • Representation in MAPPA • Ensuring good inter-agency working by frontline staff • Protecting the public (including other patients and staff) • Different parts of the NHS: mental health services, learning disability services, primary care, secondary care, acute hospitals, dentists • Providing clinical input to support management of mentally disordered sexual offenders

MAPPA in Scotland • Sixth Annual Reports being prepared • Good involvement of NHS across the country • Differences in how MAPPA operates and in NHS involvement across Scotland • Several Significant Case Reviews (SCRs) • Some issues for the near future: • Police Scotland • Re-organisation of CJSW and CJAs • Implementation of FRAME • Introduction of violent and other offenders • Release of OLR offenders under license • Models of working with personality disordered offenders
