  4. Facts and Figures • 27-30% of prison population is HIV positive • However, GRN says the figure is 12% • 19.6 % of adult population in Namibia is HIV positive

  5. STIGMA & DISCRIMINATION • Devalue • Internal or external • Driving new infections • obstacle to prevention,treatment,care & support • Leads to discrimination

Laws and Policies • Article 10 prohibits discrimination • Section 269 CPA Act punishes sodomy • National HIV/AIDS Policy provides non-discri prisoners including provision of condoms • United Nations[UN] Standard Minimum Rules for the Treatment of Prisoners [1955] prohibits discrimination in article 22[2]

  9. Successes • High Court declared unconstitutional overcrowded prison conditions • The media highlights- no condom distribution, collection of ARVs, overcrowding ,rape • Corrections & Conditional Release Bill • Country always ratifies international & regional treaties etc

  10. Failures • Supreme Court refused to constitutionally recognise same sex relationships • Condoms • Church/Traditional leaders homosexuality as an abomination • Legislature - sodomy, prostitution • Political leaders- homophobic statements
