Affordable Care Act Update(Student Health Insurance) • June 2013– Final federal regulation affecting self-funded plans: • Designated self-funded student health insurance coverage as minimum essential coverage on a temporary basis (up to 12/31/2014). For plans providing coverage subsequently, institutions will have to apply for continuing recognition as minimum essential coverage. • June 2013– Final federal regulation affecting religiously-affiliated institutions: • Institutions not required to pay for/provide contraceptive coverage; instead, no-cost coverage will be provided separately by the insurer or third party administrator. • July 2013– ACHA sent letter to Dr. Koh, Assistant Secretary for Health, asking for clarification on international student coverage issues. • August 2013– ACHA submitted comments to IRS Notice on “Eligibility for Minimum Essential Coverage for Purposes of the Premium Tax Credit”: • ACHA supported the position that students who have access to coverage under self-funded plans (but are not enrolled), would also have the option to purchase coverage through an Exchange and be eligible for premium tax credits if they choose to do so. • September 2013– Continuing to work to clarify international student coverage issues.

ACHIEVING. • Special Topic Area • The Imperative of Health in Higher Education, focusing on promotion of on-campus, student-centered health services as a necessity for learning, success, access and social justice. • Keynote speaker: (Selection still in progress) • Call For Programs closed Sep 20th • Program Planning Meeting – November 12-14, 2013 in San Antonio • Final Program to have ~ 130 concurrent sessions; 50 posters

ACHA-National College Health Assessment • Completion of two more survey periods: • Fall 2012 • 51 institutions; 28,237 students • Spring 2013 (preliminary participation count) • 184 institutions; 156,863 students • ACHA has now cumulatively surveyed well over 1 million students at more than 650 institutions • Fall 2013 surveying now ongoing • Contact: Mary Hoban, PhD – Director, ACHA-NCHA Program Office; mhoban@acha.org

  15. Future Issues for ACHA • Continued focus on advocacy for college students’ access to high-quality health insurance coverage and choices • Continued work on finalizing a new ACHA Strategic Plan • Advocacy for college health as being integral to the academic mission of the institution
