  3. Mercury Hi-Lights • 2010 – law passes – RCW 70.275 • 2012 – rule enacted – WAC 173-910 • 2013 – program on hold (lawsuit) • 2014 – law amended – ESHB 2246 • 2015 – program start (and rule update)

RCW 70.275 • Mercury lights – must recycle (unless complying with Dangerous Waste requirements) • Landfill ban – Jan 1, 2013 • Statewide program – county and city>10,000 • Operator – stewardship organization • Producers – must participate • Retailers – sell compliant lights • Collection – no charge at drop off http://apps.leg.wa.gov/rcw/default.aspx?cite=70.275

RCW 70.275 Amendment • Producers – sell lights at retail • Collection – drop off 10 lights/day • Plan – due to Ecology (June 12, 2014) • Environmental Handling Charge (Jan 1, 2015) • Ecology approves the plan (and EHC) • EHC funded – Product Care/producer • Program start – Jan 1, 2015 • Program review – 2024 (sunset 2025) http://apps.leg.wa.gov/rcw/default.aspx?cite=70.275
