Presentation on latest developments and compliance on maritime safety • New Circular has been issued regarding Flag State Control on vessels under the flag of Georgia, providing in particular: • Regime of annual vessels inspection by Flag State Inspectors was re-established; • In the case of the second PSC detention of the vessel within the period of 12 months, a special Flag State inspection is required jointly with RO inspection; • In the case of the third PSC detention due to technical reasons within the period of 12 months the vessel is subject to deletion from the State Ships Registry of Georgia. Presentation on latest developments and compliance on maritime safety • At the 2nd PSC detention if the analysis shows unsatisfactory level of management and poor qualification of the crew, change of crew and management is required. • If the vessel is proceeding to EU ports, a special RO pre-entry inspection is required • Special training of PSC inspectors is carried out in the network of SASEPOL project • STCW Manila amendments have been signed, and the appropriate amendments to the Law of Georgia on Training and Certification of Seafarers have been prepared. Presentation on latest developments and compliance Maritime security • For 2009-2010 Port Security plans (Batumi, Poti, Supsa, Kulevi) have been completely revised and updated. • Training of Port Security officers and port security responsible persons (May 2009) • The validity of IPSCs of Georgian ports were extended • MTD has twice participated in the International anti-piracy seminars (Singapore January 2010, Hamburg May 2010). Presentation on latest developments and compliance Maritime security • A number of additional CCTV cameras has been installed • X-ray equipment has been installed in the ports and container terminals (Batumi) • Training on radio nuclear monitoring was held (September 2010) • PSO training in the network of SASEPOL project is planned In association with Ramboll, Milieu & Tethys

Presentation on latest developments and compliance pollution prevention • Despite of the fact that Georgia has not signed Annex VI of MARPOL, Conventions on Ballast, Bunker and Antifouling, MTD Circular provides that the requirements of the mentioned Conventions are applicable for vessels under the flag of Georgia. • The President’s Order regulates the ballast change regime in the open sea in accordance with the Convention and the appropriate system of ballast control has been established in the ports. • The requirements regarding waste reception have been strengthened in the new Port Rules (2009) • Amendments have been inserted in the legislation regarding pollution fines system. Requests for support • For the completion of preparation for VIMSAS audit we would like to arrange a visit of Mr. George Christophi (Cyprus Counsellor of Maritime Affairs in EU) • We would like to establish EMSA-Georgia (MTD-EMSA WG) – with the purpose of experience exchange, consultancy assistance, know-how exchange on the level of Maritime Department • Inform the top management of the Administration about the utmost importance of urgent accession to International Conventions (Ballast, Bunker, Antifouling, Annex VI of MARPOL, ILO 185 and ILO 2006) in order to sign them asap.
