TSDS Education Data Warehouse Vision • The TEA data management environment is currently focused on meeting state and federal compliance reporting requirements. • An LEA facing data warehouse will make near real time, actionable data available to educators and relevant stakeholders. • State and federal reporting needs can be met more transparently, using data that LEAs will provide for the Education Data Warehouse (EDW).

  3. What is ECDS? • Early Childhood Data System is the collection of both PK and KG student data, which includes both student demographic and assessment data. • ECDS is formerly known as the Kindergarten Readiness System (KRS) • KRS data was previously collected using a now obsolete application called OZ Systems • ECDS is the first of several state and federal reporting collections that will be integrated into TSDS.

  4. Why Collect ECDS Data? • To fulfill requirements mandated by the Texas Legislature in the following Texas Education Codes: • TEC 28.006 (c) – (Kindergarten) • Sec. 29.1532 – (Pre-kindergarten) • Sec 29.161 – (Reading Diagnosis)

Why Collect ECDS Data? • To certify the effectiveness of child care programs in preparing children for kindergarten • Public & Private Pre-Kindergarten Programs • Head Start and Early Head Start Programs • Non-Profit or For-Profit Entities Government Subsidized Child Care Programs • Faith-Based Government Subsidized Child Care Programs • Other Government Subsidized Child Care Programs

  6. Purpose of ECDS • To inform parents, school administrators, the public, statewide stakeholders, the early childhood education community, and policy makers about the quality of early childhood education and direct resources in an informed manner.

Who Reports ECDS Data? • Kindergarten ECDS Data (Mandatory) Collection of student demographics and assessments • LEAs who administer the Commissioner’s List of English Reading Instruments • Exemption • LEAs administering an assessment that is not compatible with ECDS as described in the ‘To The Administrator Addressed’ letter (see link below) will notify the TEA program area of the type of assessment used, and the LEA will be responsible for retaining the data should TEA decide to collect at a later date. • ‘To the Administrator Addressed’ letter link: http://www.tea.state.tx.us/index4.aspx?id=25769807829

Reporting ECDS Data – Interim Solution • Interim Solution • Data for both Pre-K and Kindergarten will be documented by LEAs using MS Excel templates • An XML converter will be provided by TEA for LEAs to convert data from MS Excel to the TEDS Compliant Interchange XML files. • XML files will be loaded either manually in the eDM or by using the Data Transfer Utility (DTU). • These templates will be supplied until all LEAs are loading data to the EDW

  15. Reporting Kindergarten Data • Kindergarten • Data submission is mandatory • 33 data elements collected • Data will be collected for school year • 2013-2014

  16. Reporting Pre-Kindergarten Data • Pre-Kindergarten • Data submission is optional for all PK school types • 25 data elements collected • Data will be collected for school years • 2012-2013 • 2013-2014

Reporting ECDS Data – Permanent Solution • Permanent Solution • The TSDS Collection will be used by LEAs for required state and federal reporting and the optional studentGPS™ Dashboards • ECDS will be the first state data collection reported using the TSDS collection • Early Adopters of TSDS who report ECDS data will use the TSDS Collection for reporting

  18. ECDS Data Standards • The ECDS Data Standards will be part of the Texas Education Data Standards (TEDS) • New Section 10: Core Collections • Available April 7thon TEDS website

  19. ECDS Support Model • TSDS Incident Management System (TIMS) will be the support model for ECDS • TIMS uses the following support levels: • Level 1 – LEA • Level 2 – ESC • Level 3 – TEA Business • Level 4 – TEA Technical
