  6. 5-Tier Rating System Superior Highly Effective Effective Needs Improvement Ineffective

  7. Quantitative Assessment 50% 35% Academic Growth – Multiple Years of Standardized Test Data 15% Other Academic Measures

  8. Qualitative Assessment 50% Observable and Measurable Characteristics of Classroom Practices Correlated to Student Performance Success

  9. Qualitative Assessment Including But Not Limited To: Organizational and Management Skills Effective Instruction Continuous Improvement and Professional Growth Interpersonal Skills Leadership Skills

  10. Career Status Three Consecutive Complete School Years in One District AND

  11. Career Status Rating of Superior on the TLE for Two of the Three School Years OR

  12. Career Status Four Consecutive Complete School Years In One School District AND

  13. Career Status Averaged a Rating of At Least Effective on the TLE For the Four-Year Period AND Rating of At Least Effective for the Last Two Years

  14. Career Status OR If Less Than Effective During the Four-Year Period AND Principal and Superintendent Submit a Petition Which is Approved by the Board

  15. Dismissal or non-renewal of probationary teacher For Cause Or Rating of Ineffective for 2 consecutive years, OR If Career status not Achieved Within a Four-Year Period

  16. Due Process • Probationary Teachers May Have a Hearing Before the Local Board • No Appeal to Court

  17. Dismissal or Non-Reemployment of Career Teacher for: Willful Neglect of Duty Repeated Negligence in the Performance of Duty Incompetency Unsatisfactory Teaching Performance Abandonment of Position Mental or Physical Abuse of a Child Moral Turpitude Instructional Ineffectiveness

  18. Instructional Ineffectiveness Ineffective on TLE – Two Consecutive Years OR Needs Improvement on TLE – Three Consecutive Years OR Not Averaged At Least Effective on TLE Over a Five-Year Period

  19. Due Process • Career Teachers May Have a Hearing Before the Local Board • May Appeal to the District Court for a Trial De Novo – 2011 Change
