  2. GOTHENBURG PROTOCOL ENTERS INTO FORCE 17 MAY 2005!! Parties are expected to start the review of the Protocol at the twenty-third session of the Executive Body in December 2005 UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE

REVIEWS OF THE GOTHENBURG PROTOCOL Article 10, para 2 of the Protocol (a) The Parties shall, at sessions of the Executive Body, keep under review the obligations set out in the present Protocol, including: (i)  Their obligations in relation to their calculated and internationally optimized allocations of emission reductions referred to in article 7, paragraph 5, above; and (ii) The adequacy of the obligations and the progress made towards the achievement of the objective of the present Protocol; UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE

REVIEWS OF THE GOTHENBURG PROTOCOL Article 10, para 2 of the Protocol (b) Reviews shall take into account the best available scientific information on the effects of acidification, eutrophication and photochemical pollution, including assessments of all relevant health effects, critical levels and loads, the development and refinement of integrated assessment models, technological developments, changing economic conditions, progress made on the databases on emissions and abatement techniques, especially related to ammonia and volatile organic compounds, and the fulfilment of the obligations on emission levels; UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE

REVIEWS OF THE GOTHENBURG PROTOCOL Article 10, para 2 of the Protocol (c) The procedures, methods and timing for such reviews shall be specified by the Parties at a session of the Executive Body. Executive Body 22nd session report • Expressed satisfaction with progress made preparing for review of Gothenburg Protocol • Welcomed the progress in IA modelling, conclusions of RAINS review, CIAM’s work on links and synergies with climate change policies, the plans of the Task Force to hold a workshop on RAINS methodologies UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE

  8. Executive Body report- Took note of the need to hold 2 Task Force meetings - Took note of progress in developing baseline scenario but was concerned it did not cover the whole EMEP region - Welcomed the progress by EGTEI on its database UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE

  9. TASK FORCE ON INTEGRATED ASSESSMENT MODELLING • Issues flagged up by the Executive Body in December: • Increased focus on PM • Concern about nitrogen (Nanjing declaration) • Awareness of the CAFE process • Need for improved emission inventories • Need for implementation in EECCA region (implications for the geographic scope of EMEP?)
