Meeting Purpose & Roles • Purpose: Provide a “workshop” environment for HQ Strategic Enterprises Representatives, Center SBIR Managers, Center Technologists, and the SBIR Program Management Office to cooperatively discuss and develop the SBIR 2002 Solicitation topics/subtopics • Roles: • HQ: provides strategic guidance to the Enterprises through topics and their descriptions • Centers: enter, describe, and advocate specific subtopics to meet Enterprise topic areas • HQ: selects which subtopics will be supported in each year’s solicitation • PMO: assures proposed subtopics are appropriate and negotiates resolution between any overlapping subtopics • Centers: champion selected subtopics, evaluate proposals, manage contracts • All: seek infusion of SBIR developed technologies into NASA missions and assist firms with commercializing their SBIR developed technologies

Topic/Subtopic Development Schedule Pre-WorkshopSeptember 13th The EHB will come on-line pre-populated with the 2001 Solicitation topics and subtopics and with the addition of subtopics designated during the 2001 development process to be on hold for 2002. All registered participants from 2001 will also be pre-populated. All assignments from 2001 will also be pre-populated. The PMO will provide data on the performance of the subtopics in the 2001 Solicitation when available. Topic UpdatesSept 13th - 18th Prior and during the Workshop, the SERs will verify, add, delete, and/or modify the topics. While the SER cannot delete a subtopic, it can be moved to another topic or have the date of its inclusion changed from 2002 to 2003 or beyond. Subtopic Updates Sept 18th - Nov 6th Beginning and after the Workshop, FCPMs must analyze the topic descriptions and supporting information provided by the SER in synchronization with their own Center capabilities to verify, add, or delete subtopics and corresponding SMs. They need to notify continuing SMs and add or delete SMs and ASMs as appropriate to provide descriptions. Centers also work with each other to identify ‘Participating Center’ opportunities: As in the past, Centers may team together on subtopics, with one Center taking the lead and the other(s) participating. Management Meeting Nov 6th - 8th Progress will be discussed at the Program Managers Meeting in Easton, MD.

  23. Topic/Subtopic Development Schedule Subtopic UpdatesNov 6th - Nov 8th Subtopic submissions and write-ups are finished. Obtain final concurrences from internal Center management on priorities for subtopic inclusion and support. Subtopic Selection and EHB LockingNov 8th - Nov 19th The PMO locks the EHB for further inputs on Nov. 19th. The SERs designate the 24 subtopics they wish included for their Enterprise and notifies the PMO. Internal Subtopic Review Dec 5th - Jan 8th The RDM reviews the proposed subtopics in the EHB for program balance, to ensure that the subtopic write-ups fit within the parameters established, and to avoid technical duplication of subtopics. Subtopics will also be reviewed by the PMO for appropriateness for small business concerns and for potential Phase III and other commercial application opportunities. The PMO, specifically the Source Selection Official, has final decision-making authority regarding the subtopics to be included in the Solicitation. Any changes to the list recommended by the SER will be coordinated with the Enterprise before the selection is made. Front-end and Packaging Nov 12th - Jan 24th Front-end updating will be undertaken by the PMO and submitted to the FCPMs for comment. Relevant parties outside of the Program, including NASA Legal and Procurement offices, review the entire final draft of the Solicitation. Any comments, issues or discrepancies that come to light from that process are reviewed by the PMO and appropriate actions are taken.

  24. Topic/Subtopic Development Schedule Public ReviewFeb 5th - Apr 24th Publication of the Solicitation is on the SBIR/STTR web site with points of contact. Comments collected and any suggested subtopic modifications submitted to RDM. Final Publication PreparationApr 25th - June 5th The RDM coordinates with all parties acceptance of any changes suggested by SERs, FCPMs, and/or SMs through public review comments. Final document is reviewed internally and prepared for June 6th distribution.
