  2. Background • Full and Public Disclosure of Financial Interests (Form 6) • Elected positions and candidates for those offices, • Including the Governor and Cabinet, Members of the Legislature, Judges, County Commissioners and Constitutional Officers

  3. Background • Statement of Financial Interests (Form 1) • Elected positions that don’t file Form 6 • Appointed board members, excluding solely advisory boards • Certain state, county and municipal employees • Appointed board members required to file by local option

  4. Local Option • Ethics Commission determination • Boards required to file removed from list unless, by December 31, 2007, the Board exercises its “local option” to require such filing • Accomplished by resolution or ordinance

  6. Special Purpose County Entities Civic Facilities Authority (CFA) • Dependent special district created by special act of the legislature in 1971 • Once owned and operated the Citrus Bowl • Few powers • No ability to authorize transactions exceeding $25,000 without consent of the Board

Special Purpose County Entities Civic Facilities Authority (CFA) • Now given staff support by and in CAFR of City of Orlando • Only outstanding bonds mature in 2010 • Community Venues Interlocal provides for dissolution once bonds have matured • Staff does not recommend exercising the local option

  9. Special Purpose County Entities Industrial Development Authority (IDA) • Chapter 159, Part II, Florida Statutes • Established in 1979 by resolution of the Board • Assists in financing capital projects which foster economic development in the County

  10. Special Purpose County Entities Industrial Development Authority (IDA) • Five Members are appointed by the Board: • Gina Edwards Dole • Sylvia Dunlap • Laura P. Guitar • Tanya Teresa Juarez • Francois Didier Menard

Special Purpose County Entities Industrial Development Authority (IDA) • Conduit issuer of industrial development revenue bonds • Paid off by corporate borrowers • Bonds come through Board for approval • Do not obligate any County or IDA funds • No assets or liabilities • Local option may be exercised by adoption of an amending resolution

  12. Special Purpose County Entities Research & Development Authority (RDA) • Created pursuant to Chapter 159, Part V, Florida Statutes • Ordinance No. 80-13

Special Purpose County Entities Research & Development Authority (RDA) • Operates the Central Florida Research Park in conjunction with the Board and UCF • Budget and any revenues bonds which it might issue must be approved by the Board • Local option may be exercised by amending Ordinance 80-13

Recommended Action • Approval of a motion not to exercise the Board’s local option to require financial disclosure by members of the Orange County Civic Facilities Authority • Approval of a motion directing staff whether to exercise the Board’s local option to require financial disclosure by members of Orange County’s Industrial Development Authority, Research & Development Authority, Health Facilities Authority and Educational Facilities Authority
