Intent to Participate Survey of States confirmed a Multi-state desire for these services Market Research included a broadly distributed RFI Draft Request for Proposal released to all States Intents to Participate were received from: Alaska, Colorado, Connecticut, Hawaii, Louisiana, Minnesota, Mississippi, New Mexico, Nevada, Oklahoma, Utah If your State did not sign an Intent to Participate, you are still able to use the Master Price Agreements and are encouraged to do so.

Contract Overview Intent to Award to Five Providers: Sterling Infosystems Accurate Background General Information Services (GIS) American Databank LexisNexis Contract Start Dates:-April 26, 2011 for Sterling Infosystems and American Databank -July 21, 2011 for Accurate Background -GIS and LexisNexis pending successful negotiations Initial Contract Term: through April 25, 2014 Maximum Contract Term - through April 25, 2017

Background Screening Services Including: -Multi-Jurisdictional Criminal History Record Checks (local, national, International) -Sex Offender Registry Checks -County Criminal and Civil Record Searches -Social Security Number and Citizen Verification -Driving Records (Motor Vehicle Reports) -Credit Reports -Professional License Verifications -Education Verifications -Employment History & Verifications -Department of Transportation Employment Verification -Reference Checks

What is On Contract?Continued… Background Screening Services Including: -Sanction Screenings (Includes The Office of Inspector General’s Excluded Individuals/Entities List, and General Administration Services Excluded Parties List) -Military Record Verifications -US Treasury Office of Foreign Asset Control, List of Specially Designated Nationals -Skip Trace Reports (not considered a typical employment screen. It is recommended that you read the proposal responses to determine if this meets your needs.) -Additional screening services may be added to contract as required by end users, at a negotiated discounted price. -Contracts Offer Package Pricing for Multiple Screens

  13. New Contract Features Multiple Awards give users more options Contractors are required to conform to each participating State’s laws. Contractors must be in compliance with Fair Credit Reporting Act (FCRA) Flexibility in package options and pricing Contract allows for additional screens to be added Aggressive pricing: Sample of screens compared to two WSCA States with current contracts showed 70% lower pricing in one state and 55% lower pricing in the other state. Training provided at no cost by contractors if requested

  14. Contract Pricing * Includes multi-jurisdictional (local and national) check as one report. ** Contracts have not been signed. Pricing is per name per individual report. Services of Skip Trace varies by each contractor.

  15. -The “a” packages include “Unlimited Criminal Background Verification” including searches of all names a person may have had as revealed by the Social Security Verification. -Packages can be customized based on each users requirements. -Package pricing is negotiable based on individual customized packaging.

  22. Participating Addendums Through the Participating Addendum, states may: Select Contractors Include their own state administrative fee Include required (unique) terms and conditions Identify options for political subdivisions

Eligibility Process In all cases STATE CHIEF PROCUREMENT OFFICIAL will have the final say on who can and cannot participate within a state The WNCDT (WCSA/NASPO Cooperative Development Team) will assist State Chief Procurement Officials to start the process (expect emails from wncoopdt@gmail.com) All 50 states, DC, and Puerto Rico have executed the NASPO Cooperative MOA, and are eligible to use any WSCA or NASPO cooperative contract

  24. Who Can Participate? Participation at different levels: State signs a Participating Addenda for entire state and its cooperative purchasing venture Every legally eligible entity in the state can use State signs a Participating Addenda ONLY for non state entities Every legally eligible entity that is not a STATE agency can use State does not sign a Participating Addenda Every political subdivision PA within that state must be approved by the state chief procurement official Sometimes individually Sometimes by entity

Participation Process If you determine that you will not enter into a state-level participating addendum, the WNCDT would like to understand how you want to proceed if other governmental or potentially eligible entities want to participate, especially for non-profit entities (501(c)(3)) The WNCDT will process questions from potentially eligible entities for you, unless you tell us to do something else The following process will be used when other states or entities wish to participate

  26. Details How do we get people signed up? Email request from entity (can be through contract providers) as long as these details are included: contact individual’s name, full name of entity, phone number, email address, physical address WNCDT emails state director and request authorization for participation WNCDT emails both contract providers and entity with authorization to proceed to complete the participating addendum Entity completes contract provider’s draft participating addendum (from the WNCDT), negotiates, signs and forwards to contract providers point of contact [this can be done by scanning signed documents if permitted by the entity]

  27. Details Continued How do we get people signed up? 5. Contract providers point of contact signs participating addendum and forwards to WNCDT at wncoopdt@gmail.com 6. WNCDT will annotate on participating addendum state authorization, create a PDF file of the participating addendum and the state authorization 7. WNCDT will forward copies of the PDF file to entity, contract providers point of contact and the entity *WSCA/NASPO Cooperative Development Team (Kate and Paul) will complete steps 6 and 7 in one working day

  28. Then What? Participating addenda will be posted on NASPO and WSCA websites This is done to provide easy, direct access for your agencies, political subdivisions and other entities eligible to participate under your authority Contract Providers can create and maintain state specific landing pages from their main contract landing page
