  3. Some problem abouttrade union of viet namAt present, of the total of more than 14.6 million workers, trade union members account for over 5.7 million and grassroots trade union organizations number more than 88,000.

  4. BACKGROUND Established nearly 80 years ago on 28th of July 1929, Vietnam General Confederation of Labour currently operates at four levels including: - Vietnam General Confederation of Labour - Confederation of Labour at provincial, municipal and Trade Union organizations at Central level - Confederation of Labour at precinct, district levels and Trade Union organizations at corporations; Export Processing Zones; Industrial Parks. - Trade Union organizations at grassroots levels and enterprises

  5. Vietnam Trade Union performs the following functions 1. Protecting labouring people’s rights and interest such as employment, wages, salaries, working hours, rest hours, social insurance, medical insurance, labour protection, working conditions… 2. Joining the State in developing the Labour Code, Social Insurance Law, Corporate Law, and related legal matters concerning labouring people’s interest; Joining employers in organizing production and business effectively as well as contributing to adopting companies’ rules and regulations.

  6. 3. Disseminating information and educating labouring people to strictly follow state laws and corporate rules and regulations. 4. Representing working people to sign collective labour agreement, guiding working people to sign labour contract. 5. Taking part in solving labour conflicts in companies

  7. Target Group & Parties involved . University of Trade Union is consisted by ten falculties other supporting units such as economic faculty, sociology faculty, trade union faculty, finance falculty, accounting falculty, business management falculty. . Beside the main responsibility in training education at the national level, University of Trade Union also provides training at the provincial levels

  8. At present, in addition to the State’s formal system of human resource training, Vietnam General Confederation of Labour has its own training network for working people. This training network spreads to all provinces, cities through employment promotion centres, trade union vocational training schools as follows: • The Vocational Training School of Nghe An province • The Vocational Training School of Ha Nam Province • The Vocational Training School of Ha Tinh province • The Vocational Training School of Nam Dinh province

The Vocational Training School of Thai Nguyen province • The Vocational Training School of Bac Ninh province • The Vocational Training School of Thai Binh province • The Vocational Training School of Quang Binh province • The Vocational Training School of Hue city • The Vocational Training School of Dong Nai province • The Vocational Training School of Ben Tre province • Ton Duc Thang Vocational Training School • Vietnam Trade Union Vocational Training School

  10. Activities Training education activities of University of Trade Union have strictly followed the responsibilities and functions guided by the Vietnam General Confederation of Labour. Vietnam General Confederation of Labour performs the following functions: - Protecting the rights and interests of labouring people’s such as employment, wages, working hours, rest hours, social insurance, medical insurance, labour protection, working conditions, etc. - Joining the government in buiding up Labour Code, Social Insurance Law, Corporate Law, and related legal documents concerning labouring people’s interests;

  11. - Joining employers in organizing production and business effectively as well as building up the companies’ rules and regulations. - Disseminating and educating labouring people to strictly follow the government laws and corporate rules and regulations. - Representing labouring people to sign collective labour agreement, guiding working people to sign labour contract. - Taking part in solving labour conflicts in companies.

  12. Advantages In the market economy, Vietnam General Confederation of Labour pays particular attention to working people’s livelihood in terms of employment, wages, salaries, social insurance, medical insurance, labour protection, working conditions and working environment.

  13. Difficulties • One of the biggest difficulties for Trade Union activities is how to harmonize relationships between employers and employees; solve labour conflicts in companies and settle accommodation needs for labouring people • With regard to training working people, the biggest problems include the establishment of training centres, identification of training disciplines, finding budgets for training and post training employment.

  14. Finance Resource Under the law of Vietnam, finance resources for Vietnam General Confederation of Labour are combined by: . Contributions from members of Trade Union . Contribution from the funds of companies . Contribution from government

  15. Limitation Management of risks . Insufficient contribution from members of Trade Union and from the funds of companies . Using the financial resourses not for the purpose of trade union activities. Thank you
