Present Situation • SATCOM Systems support voice and data applications. • SATCOM voice system is approved for: • Passenger communications • Airlines operation (e.g. AOC) • Certification criteria is mainly based on the non interference principle. • SATCOM data Link system is approved for ATC applications (CPDLC, ADS-C) • Since 1998 in south pacific • Certification criteria are based on specific performance requirements and man machine interface. • But presently SATCOM is not recognised as an ATS voice communication means as VHF and HF. • However existing ATS voice communication in certain areas (Remote/Oceanic) are poor (quality, availability,…) • Specific operational task forces are working on communication improvement based on SATCOM voice Satcom Voice for ATS applications

REGULATION • Some national authorities have already accepted SATCOM as an alternative to HF voice system for the dispatch. • Proposal to amend the MMEL policy for the HF item is discussed in a JAA TGL 26 amendment (ongoing discussion) • There is a US regulation under preparation (121.99(d)) for ETOPS operations (>180 min) where SATCOM voice will be required in addition to HF. • To provide an immediate satellite based communication voice service between the flight crew and Air Traffic Services and between the flight crew and the company. • In Europe for ETOPS operations > 180 min, ACJ 20X6 (part C para C 1.4.3) specifies that operators are required to use any or all of the following forms of communications (VHF/HF, Data-Link and SATCOM) • In addition it is specified that most reliable technology should be installed at time of approval. Synthesis • SATCOM is a key element for CPDLC and ADS-C applications in Oceanic/Remote areas • SATCOM will most likely become a voice communication media as HF today provided particular performance and safety criteria are respected. • Regulation is evolving in that direction. • However it should be discussed if SATCOM voice system will become a primary means on communication or only a supplemental means to HF voice. • FAA policy defines SATCOM voice as “a supplemental means to HF voice” • Europe should decide if: • It is a supplement to HF (Flight crew comfort) • It is a Back up to HF (in case of one HF failure) • It is used in lieu of HF Satcom Voice for ATS applications

Equipment and airborne aspects • At equipment level, a European Equipment qualification standard should be developed based on RTCA DO 210D (with Chg 1 and 2). • TSO C 132 equivalent (issued in March 04) • It should be also discussed if an ETSO for the Next Generation Satellite system (NGSS) should be issued based on FAA TSO C 159 to address services like Iridium. • Should we have to limit first the use of “Inmarsat Classic Aero Service” as the alternative to HF voice or should we have to open this alternative to other technologies (NGSS)? • European airworthiness and operational criteria should be issued and should address: • The role of the SATCOM voice system (primary versus supplemental) • Performance and safety criteria • The necessary man machine interface • Should be based on AC 20-150 (Issued in Feb 2006) • Comments/ Clarifications on FAA AC 20 -150 have been provided and Matt (Wade) already answered to these questions. Identified rule making activity • ETSO C 132 for SATCOM voice and Data link applications • ETSO C159 for NGSS? • AMC addressing airworthiness and operational aspects of the SATCOM voice for ATS applications • Review JAR OPS and ACJ 20 X6 if necessary • Reconsider TGL 26 amendment (Alleviation of HF item) within this new operational context.
