    1. UKWIR PROJECT WM04 GUIDE FOR SELF-LAYING OF WATER MAINS

Project Sponsors UKWIR - UK Water Industry Research Ltd - representing the water companies in England, Wales, Scotland and Northern Ireland SBWWI - Society of British Water and Wastewater Industries - representing the UK contractors and manufacturers supplying the water and wastewater industry.

    3. Aims To develop a guide to be used by all UK Water Utilities for water mains to be laid by Developers and their contractors and taken over by the Utility.

    4. Objectives “To make available clear standards which provide assurance of water mains and services integrity at best value and are agreed with SLOs and trade bodies” - UKWIR tender By: Identifying and recording current practice Collating draft document from utilities Drafting a design and construction guide Undertaking testing of the guide

    6. Current position Steering group formed to manage work (UKWIR & SBWWI members) All available drafts collected and relevant information used, plus OFWAT guidelines Information gaps identified and filled Drafts circulated to SBWWI members and Water UK Distribution Network

    7. What next ... Drafts revised following meeting on 16th July Issued on CD to Project Sponsors plus: Developers (via HBF) OFWAT (via OSLAG) other interested parties 1st meeting planned with HBF - 12th August Comments from all parties by 24th September

The document (1) A single guide to be used by all water companies Individual water company guides to be withdrawn, once this is published in 2004 recognised that there will be a number of issues where local practice exists that cannot, within the timescale, be rationalised into a single requirement limited supplementary clauses will existed

    9. The document (2) Part 1 describes the: principles of self-lay and contestable work ownership and responsibility competence of contractors procedures, inspection and certification links with statutory consents/regulations/standards/CESWI

    10. The document (3) Water Distribution Systems need to deliver wholesome water at the required pressure and flow rate to the customer Part 2 sets out key parameters in the design of these networks Products need to meet performance and water quality standards Part 3 sets out appropriate British Standards, need to meet Water Supply Regulation, traceability of products

    11. Setting out criteria (1) The Guide can specify something which is fixed e.g. ductile iron pipes to BS EN 545 (so pipes not meeting that standard will not be acceptable)

    12. Setting out criteria (2) The Guide cannot specify something which: will depend upon site/ number of houses/ pressure supplied (pipe design needs to be undertaken to determine appropriate size to offer customer adequate pressure and flow) is a preferred method of working, but necessarily the only way (e.g. methods of financing, data recording) will offer unfair advantage (e.g. by specifying something available from only one manufacturer)

    13. National Legislation National legislation applies at all times Responsibilities of the water undertaker under WI Act cannot be delegated to the Developer/SLO however certain activities will help utility comply (e.g. competence checks, traceability of materials, training) the contract between the Developer and the Utility will formalise the requirements in the Guide (i.e. make ‘should’ into ‘shall’)

    14. Links with CESWI The Civil Engineering Specification for the Water Industry - currently being update to 6th Edition Comments invited from all parties (by end Sept) on CESWI 5 Proposed amendments from this project to be forwarded to CESWI group

    15. To summarise Documents now available for comment Comments by 24th September 2003 Comments to be reviewed by project steering group 1st October 2003 Contractors willing to test document Oct - Nov 2003 invited to express interest
