Military Bus Program Overview • Focuses on ensuring safe, reliable surface transportation for DoD travelers • Essential to meeting movement requirements during peacetime, contingency, and national emergencies • Program provides: • Flexible, accessible, safe, and cost-effective ground transportation • Over 400 DoD-approved carriers • Program partnerships with other federal agencies include: • Federal Motor Carrier Safety Administration • Department of Homeland Security • National Transportation Safety Board

Military Bus Agreement • Establishes terms, conditions, and safety standards for commercial motor carriers, incorporates regulations outlined in Federal Motor Carrier Safety Regulation • Provides guidance on: • Carrier qualification • Application • Quality assurance requirements • Carrier compliance • Performance • Requirements • Inspections—scheduled and unscheduled

Military Bus Agreement (continued) • Requirements for program participation: • Signed MBA original signature page • Active Interstate DOT passenger operating authority • DOT Safety Fitness Rating must be Satisfactory • Current insurance certificate coverage of $5M • Drug & alcohol testing program • Certified financial documents and/or statements • System of Award Management registration www.sam.gov or (888) 227-2423

Passenger Surface Inspection Program (PSIP) • Helps maintain a core base of qualified carriers • Program includes: • Application/investigation • Pre-qualification off-site evaluation • On-site pre-qualification inspection • Facility, terminal and equipment • On-road performance monitoring • On-site scheduled inspections • Facility, terminal and equipment • Unscheduled vehicle/driver inspections Photo Courtesy of U.S. Army

Passenger Surface Inspection Program (continued) • PSIP establishes a desired level of safety and compliance for DoD throughout the bus industry • Sets a higher level of accountability to ensure compliance with the Federal Motor Carrier Safety Regulation • Drug and alcohol testing and driver qualification violations are among the most problematic compliance issues for carriers
