Public Policy Goals • To help the students in the class to become aware of the suffering and health related issues involved in child labor. • To increase students involvement in the community by reading about the effects of child labor and going to websites to acquire additional information in order to become activists in the cause and trying to bring about changes in Child Labor Laws. SOCIAL STUDIES STANDARDS The National Standards for Civics and Government: Standard 5 -- Civics, Citizenship, and Government: Section 4-- The study of civics and citizenship requires the ability to probe ideas and assumptions, ask and answer analytical questions, take a skeptical attitude toward questionable arguments, evaluate evidence, formulate rational conclusions, and develop and refine participatory skills. • Students participate as informed citizens in school/classroom/community activities that focus on an issue or problem. PROCEDURESDefining the Social Problem Too many immigrant children from poor countries are forced into child labor in sweatshops in New York City. These sweatshops in New York City are generally located in the Garment District area. Social conditions that result from this problem include: -- Children do not attend school. -- The wages paid are not in compliance with minimum wage. -- They are forced to work long hours which causes health problems. -- They do not have health benefits to cover job related injuries. Gathering Evidence Of The Problem At the turn of the century history records that children worked in dingy basements for long hours cleaning peanuts and helping parents with the sewing. The children were very dirty. In the latter part of 1999 there were news reports that children were working under appalling condition making clothes for Cathy Lee Gifford. Garments that were made cheaply were later sold at Wal-Mart. Cathy Lee Gifford was implicated in this scandal. Identifying the Causes of the Problem • The owners and operators of the sweatshops have their businesses hidden from the public in rundown and unidentified buildings. (America’s History: Land of Liberty current Social Studies text) • Most often these workers are undocumented immigrants for which there is no evidence of their existence. There have been several raids on sweatshops in New York City freeing these workers from servitude. • Families were often very poor and needed all the members to work, therefore earning a living to survive. Evaluating Existing Public Policies The problem that needs to be addressed is that too many children are subtly forced into child labor. To deal with this problem, The New York State Department of Labor has issued explicit laws governing the employment of children. These laws have helped to combat child labor by enforcing stiff penalties to employers who ignore the laws and are caught employing children under the age of fifteen. Many organizations such as Corporate Watch, Human Rights Watch and Child Labor Coalition feel that the electorate in New York does not enforce these laws adequately by monitoring employers, especially in the garment industry. The legislature needs to hire more inspectors to enforce its laws. WORLDWIDE ATTENTION IS FOCUSED ON THIS PREDICAMENT
Developing public policy solutions The problem that needs to be addressed is that too many immigrant children from poor countries are forced into child labor in sweatshops in New York City. Three possible proposals for reducing child labor in New York are: • Frequent unannounced visits to sweatshops in the Garment District by New York State Dept. of Labor. • Undocumented children placed in school without fear of deportation by New York City Board of Education. • Raising the fines paid by sweatshops caught employing children and also possible jail time . (New York State Dept. of Labor. We believe that these unannounced visits will put owners on edge and curtail the practice of child labor. WORLDWIDE ATTENTION IS FOCUSED ON THIS PREDICAMENT
Selecting the best public policy solution • The problem that needs to be addressed is that too many immigrant children from poor families are being subtly forced into child labor in New York City. • Frequent unannounced visits to sweatshops in the garment district by the New York Dept. of Labor. (Unannounced visits) • Undocumented children placed in school without fear of deportation and given medical benefits by New York City’s Health Dept. (Schooling and Health) • Raising the fines paid by sweatshops caught employing children and possible jail time for repeat offenders. (Heavy fines and or Imprisonment) WORLDWIDE ATTENTION IS FOCUSED ON THIS PREDICAMENT

Summary Our Studies Studies Class believe that frequent raids on sweatshops in New York City will be very effective in curtailing the use of children to labor in sweatshops. This would be effective and feasible because it would not take much work to put this solution to work. The city would have to employ more inspectors . Increasing fines and imprisonment is effective but we will need the legislature to pass these laws. This will take time. Offering schooling and health benefits for undocumented workers is feasible and not very effective because parents could still keep children enslaved to help feed the family.
