  7. VRP Program Oversight • 815 TVRPs covering 5,024 vessels • 1417 NTVRPs covering 8744 vessels* • 2728 SOPEPs covering 2728 vessels • 310 SMPEPs covering 310 vessels * - As of April, 2007; By 2010, 3,000 plans covering 18,000 vessels anticipated.

  10. VRP Regulatory Projects • Salvage & Marine Firefighting (OPA-90) • Builds upon existing requirements that requires the availability of salvage & marine firefighting resources by contract. Proposes specific equipment and response times for salvage & firefighting resources. • Suspension of 24 hour rule (Feb 9, 2007) 2 years • RA & EA • Final Rule – Estimated - 2008

VRP Regulatory Projects • 2003 Equipment Caps and Alternative Technology Revision “CAPS” – (OPA-90) • For vessels AND MTR facilities • Adds dispersant capabilities to the list of required clean-up methods planholders must contract for in geographic areas where dispersant use is pre-authorized • Requires Aerial Observation for oil spill tracking • RA & EA • Final Rule – Estimated Late 2007 or early 2008

VRP Regulatory Projects • NonTank Vessel Response Plans (CGMTA 2004 & 2006) • CGMTA 2004 – Interim Operating Approval • Requires all vessels 400 GT & above to submit vessel response plans to USCG for approval • Requires OSROs, QIs, SMTs, drills and training consistent with FWPCA • CGMTA 2006 – Clarified applicability with regard to tonnage convention measurement • NPRM estimated in 2008 • Public Hearings planned for 2008 • Final Rule – estimated in 2010

VRP Regulatory Projects • Hazardous Substance Response Plans (OPA-90) • Establishes requirements for hazardous substance response plans for vessels and facilities • CGMTA 2004 allows for rulemaking to cover 500 NLS cargoes consistent with MARPOL Annex II • HNS Protocol • New MARPOL Annex II Amendments • NVIC 03-04 • SNPRM – Estimated in 2010 • Final Rule – Estimated in 2013
