  2. Preface On the outset of migration from Sanchay Post to CBS Finacle of M/s Infosys Ltd., the scenario of work process at Post Offices changed almost to Banking procedure. The CBS Finacle is an internet base application. Except some desktop settings, there is no client software. Its front end/ end users operation is mostly based on commands called as Menus. To perform different operations in CBS Finacle the Users are mostly depending upon training materials of M/s Infosys / FAQs of DMCC Chennai /different web sites. The training and live work environment at counters is quite different. There are certain situation/operation which mostly does not come in training (e.g. EOD, auto creation of unwanted A/cs, their verification/cancellation etc.). To coup up with the situation, the staff of CPC, Odisha, Bhubaneswar & WTC, Bhubaneswar O/o Chief PMG, Odisha Circle, Bhubaneswar worked together to bring forward a “CBS FINACLE WORK FLOW PROCESS” to guide the Users of Finacle to the best. The CBS FINACLE WORK FLOW PROCESS is prepared collecting the themes from different sources as mentioned above as well as from live work environment of counters. We tried our best to arrange the modules in alphabetical orders (A-Z). With remarkable suggestions from different offices, cooperation ofPMU Cell & WTCs of Odisha, the CBS FINACLE WORK FLOW PROCESS has been revised from time to time to facilitate & guide the end users to perform utmost error free operation in live work environment at counters. N.B.: (a) Form-60/61 is not treated as Identity Proof if submitted in lieu of PAN. (b) Form 60 is meant to give reasons for not having PAN. Form-61 is for agricultural income. (c) For self-operated minor (minor of 10 years or more) A/c, KYC of minor (especially ID proof, Signature and Photograph) is to be taken. 3.A job / process (financial / non-financial / inquiry / generation of report (View or print)) originated by any user (PA/Supervisor/Sys. Admin /Postmaster) is termed as create a Transaction. Some of these job / process requires checking / verification by any Supervisor and is termed as Verify. Transaction & Verify are represented by T & V respectively in this document. 4.Menus / Commands begins with H are product of Finacle. Menus / Commands begins with C are customized for Post Offices. All the Menus given under column heading “Supervisor verify menu” are not meant for Verification e.g. CNAC. Items (Transactions) / Menus against which V is written, requires verification. Without verification the same will act as “EOD Blocking Validation”. EOD is not possible until the same is verified / cleared. 5.CBS Finacle being a web base application has different users such as PA, Supervisor, Postmaster, Sys. Administrator, Auditor etc. assigned with certain roles. Each user has a login ID & Password. A password is valid for 60 days only. Password should be minimum of 08 characters consists of at least one special character & one number. TDIPE – Exceptional scheme. 7.In Finacle CBS, entering of Date of Birth for all accounts is mandatory and it treats all depositors of age below 18 years as minor. When Minor attains majority, it stops transactions and allow transactions only when status of account is changed from minor to normal. 8.Entering of Last name in also mandatory in Finacle CBS. When there is no last name for a customer, first name should be entered as last name. 9.In Finacle, deposit is called as Funding. Savings A/cs, PPF A/cs and Sukanya Samriddhi A/cs cannot be funded during account opening. Funding has to be done after opening & verification of Accounts. 10.In case of other types of accounts/certificates (KVP/NSC/MIS/TD/SCSS), funding is either to be done at the time of creation of account by selecting Transaction Required as “Yes” or during verification. 11.Interest of MIS/SCSS/TD A/c, automatically flows to customer’s SB account (called as repayment account) on EOD by CPC. If no SB A/c is specified, the interest flows to Office Sundry a/c. If due date falls on Sunday / Holidays, interest out flow occurs on the previous day. But the system may not allow payment before due date. At the same time there is no provision to close the account/certificate one day prior to maturity date, if maturity date falls on Sunday or Holiday, then closure is to be done on the next working day. Hence it may please be notified and customers may please be requested to come on next working day. 12.The extension of time deposit is automatic and for the principal portion only (SB Order No. 05/2014). 13.PPF claim closure & transfer out closure from post office to Bank can be done at HO as the transaction has to be initiated by supervisor and verified by another supervisor. 14.Effective available balance is eligible amount of withdrawal. Amount before clearing is “Shadow Balance”. 15.Wherever From A/c ID & To A/c ID fields are shown in Finacle, it refers to a range of accounts (eg. from 1 to 100) and not transfer-from and transfer-to account ID 16.Finacle CBS application does not support maintenance of stock and supply of Passbooks. After Migration to CBS, Passbook stock and supply is to be maintained manually. 17.The user, who doesn’t have a teller account, cannot post transactions in CTM/HTM. 18.Trial Closure of Term Deposit type accounts is mandatory. Use of trial closure for SB & PPF is also helpful. 19.Reason for closure is critical and mandatory. Reason code to be selected for all types of closures. 20.When claim closure is initiated, proper reason code, “death claim” should be given and “penal” flag should be changed as ‘N’.   7. Difference in process: Sanchay Post and CBS Finacle - Major issues Issues 1. A/c Open A/c with CIF Funding accounts Process in Sanchay Post No Customer Information File (CIF) concept in Sanchay Post. Deposit is accepted at the time of A/c opening and purchase of certificates. Process in Finacle CIF has to be created for every depositor. On migration, CIF is created for each depositor or guardian Deposit is called Funding. Account can be funded either at the time of opening or after opening. opening of 2. Cash Certificate Issue certificate 1.Certificates against new registration No. 2.On issue of certificate stock is reduced & certificate No. comes. 1.On migration, account is created for each certificate. One account is opened against each certificate. Under one Registration No. 25 A/cs (certificates) can be opened / issued. 2.Stock is linked to printing of certificate. User has to invoke the menu of printing a certificate to issue certificate & get certificate Number. Then the stock gets reduced. CIF is to be created for new depositor and then CIF of earlier depositor is to be suspended. New CIF is to be attached to the existing certificate. On the physical certificate, name of old customer is to be rounded and new customer to be added. In case of single to joint, name of new customer is to be added on the existing certificate. Receipt from NC4(a) has to be issued indicating denominations selected in A/c opening (denomination selected cannot be changed later). An account is opened against each certificate and Counter PA has to enter the NC4(a) receipt number in the relevant field. On of stock, the Counter PA has to print certificates against account created under NC4(a). of are issued Certificate transfer Name change For Certificate transfer from one person to another or single to joint or joint to single, old certificate is to be discharged certificate is to be issued. If certificates are not in stock, NC4a receipt is issued from Sanchay Post and amount is accounted against certificate issue. Later, certificates are issued on receipt of stock against this NC4a receipt. / and new NC4a issue 3. Cheque Transaction Cheque clearance Cheque clearance is totally different from Sanchay Post. It has a full-fledged Cheque Clearing Module. Cheque for Savings A/cs, can be lodged/entered against the relevant account. Cheques for other schemes are to be lodged against specified Office Account. Till CSI, comes, the cheque clearance will be handled by the Treasurer as earlier. Treasurer will be handed over two lists, i.e one of Sanchay Post and another of Finacle.Posting of cheques lodged in Finacle will be done in Finacle at HPO level. When SOs will come in Finacle, there will be no need to send any intimation to SO for posting. In case of new accounts, SO can see the credit happen in Office Account of HO and can open and fund/make deposit in account from the office account putting date of credit as value date. Once CSI comes, the clearing house activities will be handled by Treasurer by using Finacle CBS cheque clearing module. Cheques are entered against A/c Nos. and for new A/cs marking as New Account against A/c No. Lists are printed at SOs and sent to HO with cheques. In HO, cheques of SOs and HO are entered in Sanchay Post and combined list is handed Treasurer along with cheque for clearing. After clearance, HO Counter makes accounts of his own cheques, accounts for SO cheques as Part-II and sends intimation to SO under part-III for posting in SO ledger. Account opened cheques can be opened and credited by selecting the cheque details from the list of cheques cleared in Sanchay Post. over to Account opening through cheque through Cheques of other Banks cannot be lodged against the scheme or account number. These are to be lodged in Office A/c. On receipt of credit, the account can be funded /deposited by debiting/withdrawing amount from that Office A/c. CIF of the deceased has to be suspended. In case, nominee or legal heir wants to continue account, his/her CIF has to be created and existing account has to be attached with new CIF. All the nominees or legal heirs have to come together to claim amount as there is no provision to keep the amount in the account for the nominee or legal heir who does not claim along with other one. There is no provision for Passbook inventory. Process of inventory of certificates and cheque books is also different. Claim 5. Inventory Inventory process Inventory process is for local office and maintained for Cheque, KVP/NSC & Passbook with facility to enter invoice number details. There is concept of Office Accounts as it is based on Single Entry system. 6. Office A/c Maintenance of accounts It is based on Double Entry Accounting system. Every entry has two legs i.e Debit/withdrawal and Credit/Deposit. Many Office Accounts have been opened for taking care of the second leg of posting. LOTs are also printed based on the second leg of posting and General Ledger Balances/Scheme- wise Balances in an office are also created with the second leg of posting. Some of the Office Accounts are to be operated by Counter P.As and Supervisors and some are maintained by the System itself. Many of these accounts have to be watched by SBCO or Postmaster or Division/Region/Circle/DAP Offices in the shape of reports. There is no provision to accept RD List (LOT) without posting at the counter. Once account is attached to the agent (migrated from Sanchay Post or opened in Finacle), deposit cannot be accepted at the counter in that account unless depositor gives in writing to cancel the attachment with agent. For bulk acceptance of RD deposits from MPKBY Agents, an Agent Portal has been developed which can be accessed through DOP website using internet. All MPKBY agents are allotted Login ID and Password to operate Agent Portal. On login into Agent Portal, all live RD accounts attached with the agent are visible to the agent. Agent can select the installment month and default fee or rebate will be calculated by the system. MPKBY Agent can prepare List (LOT)s in three different modes i.e cash with limit of Rs.10,000/-, by POSB Cheque and by other Bank Cheque. One MPKBY Agent list should contain maximum 50 A/cs. System generates one reference number on the printed List (LOT). On presenting the list, Counter PA enters the reference number and compares the entries in the printed LOT and does the needful. System once again validates the entries and accepts the deposits. If any deposit is rejected, Counter PA can print the revised LOT and return the excess money to agent. Counter PA will save the transaction posted and then Supervisor has to validate the posting. no Office 7.   9. In case of other Bank cheques, no posting is done until clearance of cheque. On credit receipt, the List can be accepted for posting by debiting that Office Account. There is no provision to keep the posting of RD pending. Agent commission automatically gets credited into Agent’s Savings account after deducting the TDS. All entries of all agent LOTs will be printed in the Counter LOT. Therefore, it is advised that only one counter should be identified for accepting agent LOTs. The balance is to be made Zero by withdrawal. Then closing interest to be viewed, if required to be calculated. Closing interest has to be seen by going through transaction details or by invoking print report. Supervisor while authorizing closure is not able to see any amount. 8. Savings A/cs Savings /PPF closure /NSS A/c Savings closure, calculations closing interest are done by software. A/c all of the 9. Physical documents are sent back to concerned Post Office by CPC along with rejected documents showing the objection for rectification. Post Office will get the rectification done and resubmit the documents with AOF to CPC. Process from 1st April 2015: New simplified 1 Page (back to back) Account Opening/Purchase of Certificates Application Form (AOF) is to be used. The new customer has also to fill (for one time), KYC Form in duplicate and put photo and signature on the same. AOF, KYC Form (one copy) and KYC documents (New / existing customer & returned from CPC) should be preserved at Post Offices in A4 size Ring Binder date-wise. One copy of “KYC Form” is to be sent to CPC for scanning. At CPC, photo and signatures are attached with CIF & account level. “KYC Form” received at CPC will be preserved at CPC. of Signatures scanned Post counter. Therefore, this extra interest is being deducted in Finacle during first payment after migration. 4.Finacle adjusts rounding off every quarter/month to restrict total interest to the actual rate of interest. Customer has to provide specimen signature and place photo (photo only one time) on the second page. The new customer has to fill (for one time), KYC Form in duplicate and put photo and signature on the same. It is the responsibility of Counter PA and Supervisor to take KYC (ID and Address Proof) documents from customer and verify that name and address mentioned in these documents are tallied with that mentioned in AOF and KYC Form. BPM/SPM/APM/DPM has to sign the AOF and KYC Form in token of having checked KYC documents. 2 Same as of new customer. 3 To be given if not given earlier. 4 To be given if not given earlier. 5 It is the responsibility of Counter PA and Supervisor to verify that name and address mentioned in the AOF are tallied with the existing CIF in Finacle. For any changes fresh KYC to be obtained with Change Request (CR). BPM/SPM/APM/DPM has to sign the AOF and KYC Form (if taken as CR) in token of having checked the documents with CIF in Finacle. PA to check existing CIF (Menu: CMRC) & KYC status in Finacle in CIF Modification menu. If status is:- (a) “KYC doc. (b)If there is a difference or change, customer should be asked to submit new KYC Form in duplicate and revised ID & Address documents.  In case of difference or change in KYC, CIF has to be first modified as per revised KYC documents and “KYC Form” (Menu: CMRC).  Supervisor to verify CIF creation (Menu: CMRC)*.  Then account is to be opened & funded by PA.  Supervisor to verify A/c opening*. (c)“KYC doc. Not Submitted”, customer may be asked to submit KYC documents and KYC Form in duplicate.  On receipt of required KYC documents, PA to modify the CIF (Menu: CMRC).  Supervisor to verify CIF modification (Menu: CMRC)*.  After satisfying that entry is correct, Supervisor will click on “KYC Status” field and select status as “KYS Doc. Submitted” & complete CIF verification.  Then account is to be opened & funded by PA (act as per (a) above).  Supervisor to verify A/c opening*. Modification/ Change Requests: (a)When customer applies for KYC updation, or account transfer, ATM Debit Card, Internet or Mobile Banking, change in nomination etc. i.e anything other than new CIF Creation and new A/c opening/Purchase of certificates, Counter PA will go to CIF modification and see status of KYC. If status of CIF is “KYC doc. Not submitted”, Counter PA will take KYC Form in duplicate from the customer. If KYC Status is “KYC doc. Submitted” and data in Finacle & Form submitted are same, Counter PA will not ask for KYC Form. 6 (a)Check if CIF exists in Finacle (Menu: CDEDUP). If CIF exists act as per existing customer. (b)If CIF does not exist, create new CIF (Menu: CCRC). Fill the name, address & KYC information correctly in CIF creation. Note CIF No. on the AOF & KYC Form. Supervisor to verify CIF creation (Menu: CCRC)*. After satisfying that entry is correct, Supervisor will click on “KYC Status” field and select status as “KYS Doc. Submitted”. (c)Then Counter PA should proceed for A/c opening. (d)Supervisor to verify A/c opening*. *(In case of any difference, Supervisor can reject the form before verification. (b)In case of conversion of A/c: A/c level modification is to be done to remove the out-going incumbent from the A/c by removing his CIF from the A/c. #AOF & KYC preservation & submission to CPC (a)AOF, KYC Form and KYC documents should be preserved at Post Offices in A4 size Ring Binder. Scheme Sequential workflow / steps of Account opening Savings A/c can be opened by Cash only. All other A/cs can be opened by Cash / Local cheque / Transfer from Savings A/c. Cheque & Transfer is treated as non-cash. Withdrawal form is not required for open on Transfer & depositor needs to write on AOF and it can be invested through Agent (SB Order No.7/2015). Opening of new a/c or issue of CC by Transfer from Savings A/c, is permissible/possible when primary CIF of both the a/c are same. PPF / SB / SSA and putting verified seal with signature. The depositor has to attach the said verified KYC with AOF). 2.Check for existing CIF (CDEDUP). If any document is produced on CIF always prefer CIF attached to SB / PPF. If there is more than 01 CIF, merge it (HCCA). Note CIF ID on AOF. 3.If no CIF exists, create new CIF (CCRC). Note CIF ID on AOF. (a)For minor a/c, Guardian CIF to be opened first & then Minor CIF. In Guardian details and guardian CIF, enter CIF ID as 300668762 which have been created centrally with dummy data. If funding is happened on Verification of account, then another Supervisor / Postmaster has to verify from the menu “HTM”.But it is not available at present. 1.Steps 1 to 4 are same as PPF/SB/SSA a/c. 2.Invoke New A/c opening menu (Menu:- KVP / NSC = CSCOAAC / NSCAO). (a)New A/c opening: Function – O-Open → Give CIF → Type →See Brief menu operation for details. (b)Funding: Accept money from the Depositor. Funding to be done here by clicking Total Deposit Amount → Denomination Amount –Select denomination →No. of Units →. Note Regd. ID on AOF & Pay-in-slip. Also note Trans. ID. (Denomination cannot be changed later). 3. Supervisor to verify New A/c opening - (Menu:- KVP / NSC = CSCOAACV / NSCAOVF). Function – V- Verify →A/c ID → Go →Submit. See Brief menu operation for details. 4.On verification of New CC account, Transaction ID gets generated. It is to be posted through the menu option HTM. But those are in entered mode are to be posted through CTM. 5.Print Certificates (Menu:- KVP / NSC = HDRP) one by one, Note the Certificate No., & A/c ID on the AOF in the space specified & hand over to the certificates to the Depositor. Cash Certificates (KVP & NSC) and MIS/ PPF / RD / SCSS/TD A/cs can also be opened by local cheque. (AT Par cheques to be treated as local cheque and no collection fee is required). By POSB Cheque: In the Account opening screens, there is a field for entering Cheque details. This field is meant for entering POSB Cheque only and is available only for NSC, RD. For other schemes, there is no option to enter the instrument type and number. It is always better to use funding by Transfer. Non-DOP Cheque (other bank Cheque): Cheque amount for New Account opening of RD/ TD/MIS/ SCSS/ PPF/Certificates by other bank Cheque is credited to office A/c 0382. While regularizing the outward clearing zone, by default the current date is the cheque cleared date and there is no option to enter actual cheque cleared date. While funding new MIS/SCSS/TD/RD/NSC/PPF accounts, actual cheque cleared date should be entered in the Value date field and cheque details in Remarks field so that the same comes in remarks column of LOT. The amount is debited from office A/c 0382. TDA Category: Savings schemes which are deposited for a certain prescribed period and rate of interest or maturity value are fixed on the date of open are cover / come under TDA category. CCs / MIS / RD / SCSS /TDs are come under TDA category.   14. Account Closure – Normal (All schemes) – (Menu Operations are given in respective schemes) Closure flag updation: KVP/MIS/NSC/RD/SCSS/TD A/c getting closed during counter hours and verified get updated with closure flag on the same day during EOD (HSCOLD) by auto execution of HTDBATCH program. Further, repayment A/c information is also got updated. Hence utmost care may be taken for the following works/items. (W.e.from April 2015) 1.If any mistakes is done in closure and amount getting credited to the KVP/MIS/NSC/RD/SCSS/TD A/c itself, such issues should be rectified before commencing EOD for the day. Add the closing accrued interest to closing balance and amount is to be shown to depositor. If he agrees, actual closure has to be done. (In case SB7A is received from BO for closing sanction of a Savings Account, this amount is to be entered in SB7A with the remarks that "This sanction is valid up to last working day of the current month" . System automatically deducts RD Loan amount and calculates interest on SB Rate of interest. RD Loan balance becomes 0 but account will not be closed. Exception may be displayed. 2.Accept the exception and close. (Be careful while doing PMC). PrematureClosure within 3 years: with in the lock in period a supervisor to create the transaction and another supervisor or postmaster to verify. See Brief menu operation for details. Pay out interest due if any. Then perform Trial Closure (HCAACTD). Show the same to the depositor. On confirmation, perform actual closure (Menu: TD/MIS- HCAACTD / TDACTCL; SCSS- HCAACTD). Auto extended TD A/cs: There should not be any penal interest (lessening / deduction of Interest rate), if the depositor closes the A/c before completion of extended period. But interest will be paid as specified under rule 7 (rate of interest), for the completed years not exceeding the period for which the deposit was made (extended). E.g. (1) Extended for 3yrs, but kept for 5yrs. 3yr TD interest will be paid for 03yrs & PMI for 02yrs. (2) Extended for 1yrs, but closes before it. No penal deduction. Obtain permission from appropriate authority. Transfer to Exceptional scheme code of the concerned scheme. Then perform closure. Process differs for schemes. (See Brief menu operation for details.) All payments of deceased claim cases will be paid by crossed cheque or credit to Savings Accountonly (SB Order No. 25/2010,8/2014 & 7/2015). POSB Schemes / Accounts that can be continued/converted after death of depositor. 1.Joint A/c: Surviving Joint A/c holder(s) within the prescribed limit. 2.Single A/c: By nominee(s) for KVP, NSC 8th,NSC 9th, RD, SCSS, and TD. 3.SB Pension A/c can be converted to name of spouse getting family pension. 4.PPF, SSA, Single MIS & Single SB A/cs has to be closed. No other option. Scheme Sequential workflow / steps of Death Claim Closure (AlsoSee Brief Menu operation for details) Common for all schemes nominee or legal heir who does not claim along with other ones. Penal interest/penal fee, is not to be collected and user can select penal interest as NO during the account closure. Reason code, “DTCLM-death claim” should be selected. SB A/c: In cases where there is nomination or legal evidence and the amount exceeds the powers of the Time Scale S.P.M or LSG/HSG SPMs, the claim shall be sanctioned by the Head Postmaster concerned after necessary scrutiny of the documents to whom such cases will be referred by the sub postmaster. RD, MIS & SCSS deceased claim cases (SB Order No. 14/2009 Dt.25.11.2009, 14-A/2009 Dt.02.02.2010 & 25/2010 Dt.23.12.2010) RD, MIS : The power of sanction of deceased claim cases of RD and MIS accounts where nomination is registered in the Sub Post Office has been delegated to all SPMs except Single and Double handed offices irrespective of the amount at credit in the accounts with effective from 1.12.2009. In case of RD/MIS, all SPMs except those posted in single and double handed post offices can sanction claims irrespective of any balance if nomination is registered in their office. SCSS: In case of SCSS accounts all SPMs are authorized to sanction deceased claim cases where nomination is registered irrespective of the amount involved. In SCSS, all SPMs can sanction claims irrespective of the amount in balance if nomination is registered. Claims relating to Savings Bank Accounts and Savings Certificates shall be treated as separate and the prescribed limit shall be applied separately for each account or purchase application. Without the production of legal evidence at the discretion of sanctioning authority up to the limit fixed by Min. of Finance which is Rs. 1,00,000/- at present. On the day of maturity, during EOD, eligible RD accounts where 60 months installments are deposited will be extended for a further period of 60 months. During extension, depositor at his liberty may continue with or without fresh deposit and may close the A/c at any time if there is no advance deposit. If any account is missed, it can also be extended manually using PRDCM menu. Supervisor to verify – Menu- HPRDCM. Deferment of RD maturity date: Customer has the liberty to have maximum of 4 defaults on the day of maturity. In this situation, Maturity date of RD can be deferred equivalent to the number of defaults (Menu PMDDRD -Maturity Date Deferment for Recurring Deposit). During the deferred period, defaults deposits can be paid without default fee. Supervisor to verify with same menu. TD Redeposit / Renewal (Not allowed through Agent) of TD in Finacle is automatic on the day of maturity for principal amount only and for the same period as original (e.g.: 1yr TD as 1 Yr TD; 5yr TD as 5yr TD). If any account is missed, it can also be extended manually using menu TDRED / HTDREN. Supervisor to verify Manual extension – Menu- HTDREN. Extension / Renewal are available for PPF, RD, TD & SCSS.   19. On maturity, depositor at his liberty may extend the SCSS A/c for a further period of 03 years. Such extension should be done within 01year from the date of maturity for principal amount only. Menu- HTDREN. Function R-Renewal. Supervisor to verify with same menu. It means that maturity value of a scheme to be re-invested in any of the TDA type POSB schemes (Certificate / MIS / TD / SCSS). To re-invest, in addition to closure documents, the depositor needs to fill up the re-investment form (Ref. SB Order No.24/2010) or write details on the receipt side of closure form and AOF, if required (Ref. Scenario-14 of SB Order No.07/2015 for details. The same is reproduced in short under Inter SOL Transaction Module). Uses of Office Account 0387 for re-investment has been discontinued vide SB Order No.07/2015 dated 18.06.2015. No re-investment should be accepted if customer does not have a savings account in a CBS Post Office or customer is not ready to open new savings account, in such a case, payment should be made by Postmaster Cheque only. Closure of the A/c to be performed and the total maturity value + interest should be credited/ deposited to customer’s Savings Account from where re-investment to be made. Procedure of Reinvestment: (a)Customer should be asked if he/she has a Savings Account in any CBS Post Office. If yes, then signature in that account available in the system should be tallied with the signature on the Closure Form or Certificate & if not, customer should be asked to open new Savings Account under the same CIF (fresh KYC documents and Form should be taken if account/certificate matured belong to pre-migration period). Customer should write on the receipt side of the Account Closure Form or Certificate, the amount to be re-invested, name of scheme and Savings Account number under his/her signatures (OR re-investment form as per SB Order No.24/2010 can be filled). (b)If new AOF is presented for re-investment, under the filed "Mode of Deposit", he/she has to write Savings A/c No. No separate withdrawal form is required. (c)This transaction has to be treated non-cash transaction for the purpose of eligibility of commission to agents (if AOF contains detail of agent). Once Postmaster/Sub Postmaster is sure about genuineness of the depositor (from signatures/ photograph/ any other identification), total maturity value + interest should be credited into that Savings Account and then amount to be re-invested should be debited/withdrawn from this savings account and credited/deposited in the concerned new account while funding. Account Transfer (All schemes) – Brief Procedure (for Menus see respective schemes) Transfer of account from CBS Post Office to Non-CBS Post Office and vice versa is not allowed. Before issue of AT, list of CBS Offices should be consulted from DMCC Chennai website and if that post office is already in the list of CBS Post Offrces, AT should not be issued. Account holder should be advised accordingly.  Advice of Transfer (AT) issued by a non CBS HO (for SOSB) received at CBS HO or SO. All the H.Os in Department of Posts have since been migrated to CBS, issue of AT for HOSB does not arise. There is possibility of issuance of AT from SOSB. Account Holder should be contacted and requested to provide name of any nearby non CBS Post Office for opening of account. On getting such information, account will be opened on transfer in that office.  An account holder applies for transfer of account to any other HO or SO at CBS or Non CBS Post Office. Postmaster or Sub Postmaster of SO/HO where transfer of account is applied will go to DMCC Chennai website to see list of CBS Post Offices and confirm that post office to which transfer is applied is not a CBS Post Office. Ensure the certificate inserted to the printer is exactly same (No. & Denomination) which is shown/ displayed by the system. Else cancel printing & verify, mistake if any. Complete print. Next screen “Desktop Printing confirmation” appears. “Desktop Printing confirmation” is the most important and last step in printing. Tick all the three RADIO BUTTON (Del. File from Server; Inventory used; Printed successfully), then click on PROCEED button. This is like a confirmation of Printing. Even closing “Desktop Printing confirmation” screen from windows close button (X), will be treated as confirmation of Printing. If there is any problem in printing, untick all the three RADIO BUTTON and either click on PROCEED or close the screen so that it can be printed again. Certificate number can’t be presumed before print process. After printing, certificate number is assigned to A/c No. Certificate once printed can’t be changed in the system. After printing user may go to CSCACM to confirm the certificate number got printed properly and assigned to right A/c No. On receipt of stock invoke HFINRPT. Select report “NSC account where NC4a is issued”.Provide the filter criteria and click on submit. View / Print the report in HPR. Based on this report the counter assistant can print the NSC certificates using the menu HDRP as given above by back value date against the receipt. NC4 will be retrieved and original certificates will be issued. To be done in Supervisor login. Circumstances of re-print. 1.Important: Original certificate must be intact & blank (not printed). 2.Plain paper is in the printer. HDRP executed & printed on the plain paper. 3.HDRP (Print) command executed but not printed due to printer problem. 4.HDRP (Print) command executed but screen closed / clicked on “Proceed” without removing Tick from Delete option. So that prints executed in the system & print history/queue is deleted. Under the above circumstances, KVP/NSC can be re-printed. Cif ID →From A/c ID →To A/c ID →Click on Go →Click on Submit. (To be done in login of Postmaster of HPO). Certificate holder can apply for duplicate certificates only at the CBS post office from where, certificates were issued. Process of issue of duplicate certificates should be started and completed by that CBS Post Office only. Complete all the required manual process. (SB Order No.8/2014 scenario-12)  Supervisor to give required inventory (stock of duplicate CC) of same scheme & denominations to the Postmaster ID to print the duplicate certificate. Postmaster to execute HDUDRP and provide details like CIF ID & A/c ID (From & To) for which duplicate certificate is to be printed. HDUDRP will take the current inventory either normal or duplicate as available with the user. If certificates are printed in printer, the word “DUPLICATE” is printed on the certificates. If certificates are not printed then a Rubber Stamp of “Duplicate” should be placed on the certificates where normal certificates are used. After this, new certificate number will be available under the account number / Registration No. Use CSCACM/NSCAM in PA/Supervisor login to confirm that new certificate Nos. are replaced with lost / spoiled certificates. If the any holder/customer come with old certificates, while closure, system will not have those certificates in the closure menu. Old certificate number will not be reflected in the system and user can’t be able to close the account with old certificate. To test/see any error at HPR do not select YES to Multiple instrument and Create transaction. Tick both as NO. Perform trial upload. Go to HPR and See successful/failure report. If success (No error), then do the real upload). 4.Verification of uploaded file by the Clearing HO Supervisor (HOCTM): Invoke HOCTM in HO Supervisor (CQ clearing HO) → Verify the CQs giving Set No. If error noticed in HPR Report, Delete the Set No. in HOCTM (Function -delete) and report to HO/SO to relodge the cheque & to resubmit to HO for clearing. If no error found, complete verification. Now these CQs will be merged automatically with HO cheques. 5.Take report (Single for HO & SOs) and submit to clearing house. On receipt of clearing scroll, HO (dealing with clearing House) should release the Shadow Balance and Regularize the Shadow Balance (SB will be posted automatically, for others in respective Office A/cs). Clearing scroll / intimation to be sent to HO/SOs from which CQs were received for clearing. Counter PA has to take fresh AOF, KYC Form & KYC documents of the depositors after attaining age of 18 years. The natural or legal guardian, who opened the A/c, needs to attest the specimen signature & KYC documents of depositor. After manual verification, Counter PA needs to change status both in CIF and account level from minor to normal & Supervisor to verify. If any transaction for A/c ‘N’ is performed at other than Bhubaneswar GPO, the said transaction is called Inter SOL Transaction. Inter SOL Deposit / Withdrawal For cheque deposit get the cheque cleared at the SOL where presented. Then follow the normal procedure of deposit. Give transaction type as “Transfer”. Inter SOL closure 1st the A/c needs to be transferred to the destination SOL. Then closure to be done. Procedure is given below. (Ref. SB Order Nos.8/2014 with Addendum &07/2015 for detailed procedure) Inter SOL Transfer It is required either for closure or on the request of customer. Procedure is given below. HACXFSOL Transfer in/out is not required for normal Deposit / withdrawal. A.Transfer-in (Transaction at destination SOL) B.Transfer-out (Transaction at Home / Source SOL) Function – T-Transfer → Go → Source SOL → Target SOL → A/c ID → Submit. Note Instrument ID. Supervisor to verify in the same menu. Procedure:(Inter SOL Transactions are governed bySB Order Nos.8/2014, its Addendum on 14.8.2014 & 7/2015) 1.Inter SOL Transaction is possible among CBS P.Os only. Transactions (Financial or Non-Financial) can be initiated in any CBS Post Office for any scheme (Savings, RD, TD, MIS, SCSS, PPF or Certificates). (a)Financial Transactions: Amount of the transaction appears in Consolidation & LOT (Inter Branch) of the office where the transaction is performed. No transaction would appear in the office where account / certificate stands. Extra care should be taken at the time of such transactions. (b)Non-Financial Transactions: It can be done at Home SOL only. In case of Death Claim receipt, the CIF can be modified to enter Death information at the SOL where claim application is presented.(SB Order No.7/2015) 2.Verification of Inter SOL Transaction: - All Financial or Non-Financial Transactions should be verified immediately by Supervisor / SPM at the same office where the transaction is initiated. 3.Mode of Payment: - Allpayments related to Inter SOL Transaction should be made by crossed cheque or credit to Savings Account (where appropriate KYC documents have been taken). 4.New A/c opening or New KVP/NSC purchase: Should not be done for other SOL. 5.Deposit: – No risk. Follow the process of normal Deposit & KYC norms. 6.Withdrawal: (a)Use Menu HACLI & ensure genuineness of A/c and it stands in Finacle. (b)Verify signatures of the holder(s) on the withdrawal Form or Account Closure Form with that available in Finacle. It is confirmed from the signatures that holder is genuine. (c)Payment should be made to the account holder as per process being followed for normal withdrawal. (d)Withdrawal from savings Account for more than for Rs. 50,000/- , it should be allowed only if signatures are available in the system and are tallied. 7.Account Transfer: - In CBS environment, transactions can be initiated in any CBS Post Office. Hence there perhaps no need of transfer. If still, the customer wants to transfer his account, then the transfer (SOL change) can be performed either at Home SOL (source SOL) or at the destination SOL. The A/c holder should be asked to fill SB-10(b) or NC-32 as the case may be and give fresh ID as well as Address Proof and Mobile number. After proper verification of KYC documents, Certificates first be transferred IN by using HACXFSOL.   48. 8.Intimation of Transfer/Discharge & Sanction of Claim and preservation of SB-10(b) or NC-32 or Claim Application Form & KYC documents (SB Order No.7/2015). An intimation of Transfer/Discharge should be sent to the office of issue by service registered post which will make Transfer/Discharge entry in the Purchase Application (in case of old certificates) or AOF. In case of claim sanction, an intimation of Sanction of Claim/Transfer/Discharge along with copy of sanction memo should be sent to the office of issue by service registered post which will make Death/Transfer/Discharge entry in the Purchase Application(in case of old certificates) or AOF. SB-10(b) or NC-32 or Claim Application Formand KYC documents should be preserved in the CBS Post Office (who performed the transfer in) in A4 size Ring Guard File If certificates are transferred in the name of claimant, KYC Form has to be taken from the claimant and sent to CPC of the office where claim is sanctioned. CPC will scan the Photograph and signature and attach the same with new CIF. 9.Closure / Discharge / Encashment: (a)1st step is same as (a) & (b) of withdrawal. (b)Obtain SB10 (b) or NC-32 as the case may be with required KYC documents (ID & Address proof). (c)Then Accounts(s) first to be Transferred IN by using HACXFSOL. Supervisor to verify it. (d)Customer’s new address, KYC information and mobile number should be entered through account modification menu. (Menu: Used for “Modification of existing A/c or Modification after verification”). (e)The modification should be verified by Supervisor. (f)Thereafter the a/c may be closed. (g)Payment should either be made by crossed cheque or credit to Savings Account (where required KYC documents have been taken) only. (Whenever any account is closed at the office other than the office where account was opened, in any case, payment should not be made by cash.) 10.Re-investment: (For details see Reinvestment above, scenario-14 below & SB Order No.07/2015) (a)1st step is same as 8(a) to 8(e) of Closure / Discharge / Encashment. (b)Use of Re-investment office account (0387) has been discontinued vide SB Order No.07/2015 dated 18.06.2015.Closing proceeds (maturity value + interest) should be transferred to customers Savings A/c from where re-investment to be made. (c)No re-investment should be accepted if customer does not have a Savings Account in a CBS Post Office or customer is not ready to open new Savings Account, in such a case, payment should be made by Postmaster Cheque only. 11.Deceased (Death) claim case: (a)In CBS environment, claim form can be submitted at any CBS post office. When such a claim is presented at any CBS post office, first of all, user has to enter date of death in the CIF and supervisor has to verify. Then procedure of settlement of deceased claim case has to be followed. After sanction of claim, if claimant wants payment, procedure mentioned in scenario 2 & 6 of SB Order No.8/2014 dated 06/08/2014 should be followed. If claimant wants transfer of certificates / accounts in his/her name, open new CIF in his/her name based on new AOF (if no CIF is available in his/her name) and attach the existing Certificates / Accounts with new CIF (if continuance of certificates / accounts after death is permitted under POSB rule. Some schemes are not permitted to continue after death such as SB. Please refer POSB manual and SB Orders published from time to time.) Name of holder can be changed through menu HAALM. 12.SB10 (b) / NC-32 / Claim Application Form to be preserved in the CBS Post Office where the transaction is initiated. 13.If the certificates /accounts belong to the period of pre-migration, an intimation of discharge / sanction memo / closure intimation should be sent to the office where the certificates /accounts stand by service registered post which will make discharge / closure entry in the Purchase Application / AOF etc. 14.Inter SOL transactions are adjusted at CBS-CEPT, Chennai at some fixed timing. Hence this transaction(s) must be verified immediately. Special Circumstances / scenarios of Inter SOL Transaction: 1.When a Certificate holder attends CBS Post Office from where Certificates were purchased for transfer of certificates to another CBS Post Office (SB Order No. 8/2014) Request politely that there is no need for transfer of certificates as on maturity; payment can be taken from any CBS Post Office after giving NC-32 & fresh KYC documents. 2.When a Certificate holder attends any CBS Post Office other than Home SOL to encash certificates either on maturity or for premature closure (SB Order No. 7/2015) Procedure is same as given above. However, the same is reproduced below in short. Confirm genuineness of certificate in HACLI. Verify holder’s signature. Obtain NC-32 & fresh KYC documents. After proper verification of KYC documents, Certificates first be transferred IN by using HACXFSOL. Customer's new address and mobile number should be entered through account modification menu and it should be verified by Supervisor. Then payment should be made by crossed cheque or credit to savings account. An intimation of Transfer/Discharge should be sent to the office of issue by service registered post which will make Transfer/Discharge entry in the Purchase Application (in case of old certificates) or AOF. NC-32 and KYC documents should be preserved in the CBS Post Office 3.When any claimant (in case of death of holder) presents certificates issued by another CBS Office along with claim application form for payment or transfer to the claimant's name (SB Order No. 7/2015) Procedure is same as given above. However, the same is reproduced below in short. In CBS environment, claim form can be submitted at any CBS post office. On receipt of claim form, user has to enter date of death in the CIF and Supervisor has to verify. Claim has to be settled as per procedure. After sanction of claim, if claimant wants payment, procedure mentioned in scenario 2 should be followed. If claimant wants to transfer of certificates in his/her name, open new CIF in his/her name based on new AOF(if no CIF is available in his/her name) and attach the existing Certificates (Accounts) with new CIF. Name of holder can be changed through menu HAALM. An intimation of Sanction of Claim/Transfer/Discharge along with copy of sanction memo should be sent to the office of issue by service registered post which will make Death/Transfer/Discharge entry in the Purchase Application (in case of old certificates) or AOF. Claim Application Form and KYC documents of claimant and Account Opening Form (AOF) should be preserved in the CBS Post Office. If certificates are transferred in the name of claimant, KYC Form has to be taken from the claimant and sent to CPC of the office where claim is sanctioned. CPC will scan the Photograph and signature and attach the same with new CIF 4.When Account Holder of MIS/SCSS/TD scheme approaches CBS Post Office, where account stands for transfer of accounts before maturity to another CBS Post Office (SB Order No. 8/2014) Same as scenario-1 & 5. Withdrawal of Monthly/quarterly or Yearly interest and closure on maturity can be done at any CBS Post Office. Closure payment should not be made by cash in any case. 5.When Account Holder of MIS/SCSS/TD scheme approaches any CBS Post Office for taking interest or closing accounts (SB Order No. 7/2015) Confirm genuineness of certificate in HACLI. Verify A/c holder’s signature. Interest Payment: Interest should be made to the account holder as per process being followed for normal withdrawal. Closure: Same as scenario-2. However, the same is given in short. Obtain SB-10(b) & fresh KYC documents. After proper verification of KYC documents, A/c first be transferred IN by using HACXFSOL. Customer's new address and mobile number should be entered through account modification menu and it should be verified by Supervisor. Then payment should be made by crossed cheque or credit to savings account (where required KYC documents have been taken and signatures are available in the system). An intimation of Transfer/Closure should be sent to the office from where the account was transferred by service registered post which will make Transfer/Closure entry in the Original AOF. SB-10(b) and KYC documents should be preserved in the CBS Post Office. 6.When any claimant presents documents for preferring claim (in case of death of depositor) in respect of any MIS/SCSS/TD/RD/PPF account(s) stand at another CBS Office alongwith claim application form for payment or transfer of account (RD/TD/SCSS {only spouse}) in the name of claimant (SB Order No. 7/2015) Procedure is same as given above for CC in scenario-3. However, the same is reproduced below in short. Death should be noted in the relevant field in CIF of deceased depositor. Supervisor to verify. Claim has to be settled as per procedure. If claimant wants to transfer RD/TD/SCSS (only spouse) account in his/her name, open new CIF (based on new, Account Opening Form (AOF), KYC Form & KYC documents) in his/her name (if not already exists) and attach the existing Accounts with new CIF. Name of holder can be changed through menu HAALM. Claim Application Form and KYC documents of claimant or Account Opening Form (AOF) should be preserved in the CBS Post Office. In case account(s) is/are transferred in the name of claimant, KYC Form has to be obtained and sent to CPC of the office where claim is sanctioned. CPC will scan the Photograph and Signature and attach the same with new CIF. 7.When a Certificate holder whose certificates stand at CBS post office wants payment of matured certificates at non CBS Post Office (SB Order No. 8/2014) (a)Non-CBS post office: Postmaster should ask customer to submit application with contact number on plain paper in duplicate requesting payment at non- CBS post office; to submit original certificates duly signed on the back and fresh KYC documents for identification. Postmaster will accept KYC documents on the application for payment under dated signatures and send original certificates and application for payment duly accepted under his dated signatures attesting holder’s signature withdesignation stamp by service Insured Post to the Postmaster of CBS Post Office from where certificates were purchased. He will enter details of certificates and holder (including contact number) in a register to be maintained in manuscript. (b)CBS post office: On receipt of Insured, Postmaster will open the same and enter details of certificates and holder (including contact number) in a register to be maintained in manuscript & verify the same. On satisfying himself that Postmaster of Post Office (Non CBS) has attested signatures of holder on the application, will transfer original certificates to the CBS counter. Further process for discharge of certificates will be followed at the CBS Post Office. A crossed Postmaster cheque for the maturity amount will be prepared in the name of holder and handed over to the Postmaster. Entry of the cheque will be made in the same register and cheque will be sent by service Insured Post to the Postmaster of the Post Office (non CBS) from where certificates were received. Insured Letter number and receipt should be entered in the register and receipt will be pasted against the entry. (c)Non-CBS post office: On receipt of Insured letter at the Post Office (non CBS) from where certificates were sent, Postmaster will open the Insured Letter, enter Insured Letter number and cheque number as well as date in the register against the entry which was made at the time of sending the certificates. Certificate holder should be called over phone to receive the cheque. When certificate holder attends post office, cheque should be handed over to him under receipt in the register against the relevant entry. Note: Process involves risk as original certificate will move. 8.Application for transfer of certificates sent for verification by non CBS post office and on receipt of verification, post office migrated to CBS (SB Order No. 8/2014) The Postmaster will send such requests to the divisional head who will inform the certificate holder and arrange payment from the nearby non-CBS Post Office. 9.Advice of Transfer (AT), issued by a non CBS HO received at CBS HO or SO (SB Order No. 8/2014) Account Holder should be contacted and requested to provide name of any nearby non CBS Post Office for opening of account. On getting such information, account will be opened on transfer in that office. 10.An account holder of a CBS Post Office applies for transfer of account to any Non CBS Post Office or any account holder of non-CBS post Office to a CBS Post Office (SB Order No. 7/2015) Transfer of account from CBS Post Office to Non-CBS Post Office and vice versa is not allowed. Before issue of AT, list of CBS Offices should be consulted from DMCC Chennai website and if that post office is already in the list of CBS Post Offrces, AT should not be issued. Account holder should be advised accordingly. 11.Inter CBS Post office Transactions (INTERSOL TRANSACTIONS) (SB Order No. 7/2015) Procedure is same as given above. However some important points are reproduced below in short. In CBS environment, transactions can be initiated in any CBS Post Office. Financial Transactions: Any depositor of Savings, RD, TD, MIS, SCSS, PPF or Certificates can initiate Financial Transactions at any CBS Post Office. In respect of accepting deposits, no extra care is required to be taken. As regards, payment of maturity value of MIS/ RD/ SCSS/ TD/ PPF/ Certificates, procedure given in the relevant scenario should be followed (scenario: 2 & 5). Withdrawal from savings Account for more than for Rs.50,000/- , it should be allowed only if signatures are available in the system and are tallied. All Financial Transactions should be verified immediately by Supervisor/SPM at the same office when initiated by PA. Amount of the transaction would also appear in Consolidation of the same office. No transaction would appear in the office where account / certificate stands.
