School Library Program Evaluation Background & HistoryNYSED SLMPE rubric • 1835 - Governor DeWitt Clinton and New York State Legislature pass law allowing school districts to use tax dollars to establish school libraries • 1839 - New York State Legislature sets aside a sum annually to be given on a matching-fund basis for school district libraries • 1892 – Under Melvil Dewey, Secretary of the Board of Regents and Director of the State Library, and Andrew S. Draper, Superintendent of Public Instruction, a School Libraries Division is established • 1900 - first graduate of a library school in the United States to serve as a school librarian is employed • 1914 - Recognizing librarians are teachers, the New York City BOE adopts regulations to make salaries of librarians comparable to teachers, and recommends librarians are graduates of library schools Cornell University, Ithaca, August 2-3

School Library Program Evaluation Background & HistoryNYSED SLMPE rubric • 1925 – New York State mandates secondary school librarians • 1928 - The Board of Regents approve a revision of Commissioner's Regulations 91.1 and 91.2 • 1930 - Commissioner's Regulations revised to require specialized graduate degree for certification of school librarians • 1974 – last revision of Commissioner's Regulations 91.1 and 91.2 • 1978 - Chapter 787, advanced by Board of Regents, passed the Legislature, establishes on 3-year pilot basis 7 school library systems • 1981 – legislature provides shoe-string grants to 23 BOCES and one city school district for SLS • 1983 – permanent establishment of SLS Cornell University, Ithaca, August 2-3

School Library Program Evaluation Background & HistoryNYSED SLMPE rubric • Mid 1980s to 1995 – New York State has an Elementary and a Secondary “Information Skills” Syllabus • 1988 – Information Power: Guidelines for School Library Media Programs is released by AASL and AECT • 1995-1996 – BOR adopt New York State Learning Standards across 7 content areas [11 subject headings] (“Information Literacy” is not one of these content or subject areas) Cornell University, Ithaca, August 2-3

School Library Program Evaluation Background & HistoryNYSED SLMPE rubric • 1997 - the NYSED School Library Media Program Evaluation rubric is developed with a multi-fold purpose: • a standardized review instrument for school library media programs, for self-evaluation and State Education Department • guide school decision-makers in determining where in the library program they should direct limited resources • provide voluntary data collection instrument for SED • provide qualitative data, for analysis to inform SED decisions on school library program improvement for SURR schools Cornell University, Ithaca, August 2-3

School Library Program Evaluation Background & HistoryUse of LMP Evaluation Instrument Use of LMP Evaluation InstrumentBy 2001 – The SLMP Evaluation has been used by a large number of schools in New York State for program improvement. New York’s lowest performing schools, i.e. School’s Under Registration Review (SURR) all use the instrument for evaluation and planning for program improvement Many of the NYS regional school library systems use the SLMP Evaluation as a base for the member plan Numerous workshops are conducted for administrators and library media specialists, explaining the use of the instrument Cornell University, Ithaca, August 2-3
