DRAFTING GROUP met 14 June 2004 • NAAs – France, Finland, Italy, Sweden, UK plus IBAC • Implications of NPA 2/2004 • Decided to leave aside matters that will be set by EASA - • Applicability – a/c weight, purpose of flight, third country aircraft • Quality management / Safety management
‘FROZEN’ DRAFTS • Submitted to JAA on 4 August 2004 • All changes since A-NPA marked with sidelines • Changes not exposed to committee process • IBAC dissatisfied with decision not to make changes in areas to be decided by EASA
FUTURE USE OF 0, 2 & 4 • 5 years development • In general the regulations are technically sound • Many unwanted effects have been foreseen and removed by careful rewording • Some areas still to be resolved
FUTURE USE OF 0, 2 & 4 • To consider – • JAR-OPS 0 is suitable for all General Aviation • Drafts are suitable to recommend to EASA for developing Implementing Rules (IR) • Sound basis for States’ national regulations in areas not subject to regulation by EASA
