NSW Food Authority, New FSS Model P S B Regulation Making of the regulation by, drafting the regulation (involving Parliamentary Counsel’s Office), conducting a formal public consultation and achieving government approval. Fact Finding Background paper, based on public domain information and including a basic industry profile and directory of potential stakeholders. Project Plan Written plan addressing the project and its place in the larger FSS Program. Timelines and resources will be a focus. Risk Management Policy Recommendations paper (based on findings from Risk Investigation & Baseline Study) providing risk management options (eg. FSP, CoP, target sectors etc.) Regulatory Impact Statement Paper identifying the need for regulation and quantifying the potential benefits and costs of different methods of regulation. Risk Investigation Technical paper identifying priority areas – may be existing (eg. NRVP) – may be ‘risk assessment’, ‘risk profile’ or other methods (as appropriate) Evaluation Scheme outcomes evaluated to ensure scheme is effective and appropriate • Communication • Internal Working Group • Informal stakeholder contact • Formal stakeholder contact (Reference Group and Technical Working Group(s)) • Awareness Program (Internal – Minister/Advisory Committee/Executive Briefings, External – media releases, seminars, articles Communication Consultative Committee O P S • Risk Management Materials • Preparation of FSP, CoP, guidelines and interpretive advice for industry, as appropriate. Materials will be subject to independent peer review prior to finalising. • Preparation of audit procedures and materials. • Implementation Assistance • Seminars, workshops, site visits, hotline etc. (as appropriate) for industry • Training for auditors (eg. workshops, shadow audits) Certification Certify food safety programs. Compliance Program Baseline Study Paper outlining findings of, and risk management recommendations based on, site visits to determine scope of business, processing details, current risk management approaches, compliance with current requirements, attitudes etc. May including microbiological sampling. Evaluation Auditor performance Pilot Trial risk management materials with industry.
