2013 PASFAA Spring Training State Grant and Special Programs Update Christine Zuzack
2013-14 Early Estimator • 2013-14 Early Estimator updated February 18 with Governor’s recommended appropriation. • Estimator will be updated again once 2013-14 formula is set on April 25. • Available in Document Library • If final appropriation is different than Governor’s recommendation, then changed again to reflect actual.
2013-14 State Grant Awards • State Grant Advisory Committee met on April 11 to review possible formula changes • Committee on Need Analysis meets April 24 to review SGAC recommendations • 2013-14 SG formula decided at PHEAA Board of Directors meeting on April 25. • Conditional awards calculated, schools notified, and students receive emails to check Account Access.
2013-14 State Grant Reporting • Beginning with the 2013-14 award year, schools will be required to report the term enrollment by in-classroom credits versus distance education credits for each State Grant eligible student. • Use PHEAA definitions of distance education for this determination. • Enrollment is for the point at which the State Grant crediting takes place. • Fields added to the rosters to accept this information.

Costs of the Web • 2013-14 projected costs were due April 15. • If not submitted will use 2012-13 costs provided last year. • Room and board still collected for statistical purposes. • PA enrollment information also collected
Account Access • After 4/16 all students will have an electronic copy of their eligibility notice sent to their paperless inbox, within Account Access. • The student will log in to Account Access and look for the link in the upper right that says paperless inbox. • Click on the that link for “Account Related Letters”
Distance Education Pilot Program • Anticipate that there will be a Distance Education Pilot Program beginning in 2013-14 and lasting for 5 years • Requires legislative authority and funding • Anticipating $10 million in funding for first year • If all approved, school participation application will be available on July 1, 2013 and due September 15, 2013
Distance Education Pilot Program • Focuses on programs of study (CIP Codes) that relate to High Priority Occupations (HPOs) in Pennsylvania • Allows 100% online programs and student enrollments • Requires enhanced reporting on student participants and institutional cohorts • Pilot will run for 5 years from 2013-14 to 2017-18
Distance Education Pilot Program • Short timeframe between anticipated program approval and start-up for 2013-14 • Student awards announced on November 1 • School materials will be available on special webpage designated for DE Pilot Program • Special webpage for student information
Web-based Tools: Partner Interface • The new web-based reporting tool called the Partner Interface was released to schools on February 28. • This product enables you to submit individual changes on State Grant records through the web with often immediate updates to the record.
PI - Features Summary • School Portal ‘Alec’ – one stop shop • Phase I – Released February 28, 2013 • first step in replacement of student mainframe transactions for viewing and updating single records for State Grant • new features – allows submission of cost ‘overrides’ and adjustments for gift aid/withdrawal • Phase II – Release in April • create lists and perform mass updates (100 records at a time) • easy navigation to PageCenter reports • dashboard for recent updates

Matching Funds • Waiting final determination of federal funds with sequestration impact before FWSP-ON and FWSP-CS can be calculated. • Sequestration nationally reduces FWSP by $49 million
2013-14 PA-TIP 2013-14 funding pending Board of Directors approval in June. Changes for 2013-14 • At least half-time attendance permitted at non-profit institutions • PA residency derived from FAFSA responses • Refunds due back to PHEAA within 45 days • Copy of Federal Eligibility and Certification Approval Report (ECAR) for each new program of study now required.

2013-14 GEAR-UP • Federal grant for students who participated in college readiness programs at seven high schools located in Philadelphia and Harrisburg • Initial awards made in 2008-09 award year and were to continue through 2016-17 • 2011-12 was the last year for new applicants to receive an award • Insufficient funds to award all 2013-14 renewals
