Update on Registration for Transition to Nodal Market Reminder that Registration and Qualification Guide provides high level view of transitional Registration steps by MP role:http://nodal.ercot.com/readiness/rq/documents/index.html http://nodal.ercot.com 6
Update on Registration for Transition to Nodal Market (continued) Update on Registration for Transitioning to the Nodal Market • Step R1- Registration applications • Applications are complete and posted on ERCOT.com July’07 and are available for execution as appropriate • CRR Account Holder Application (http://www.ercot.com/services/rq/crr/index.html ) • QSE Application (http://www.ercot.com/services/rq/qse/index.html ) • TSP/DSP (http://www.ercot.com/services/rq/tdsp/index.html ) http://nodal.ercot.com 7
Update on Registration for Transition to Nodal Market (continued) Update on Registration for Transitioning to the Nodal Market • Step R2- Execute Standard Form Agreements (SFA) • New SFA applies to zonal and nodal. • ERCOT Legal began circulating SFA on Aug 3, TPTF also notified Aug 6th. • Executed SFA DUE DATE- October 15, 2007. • For Non-Opt In Market Participants Vying for PCRR Entitlement. • DUE DATE of September 28, 2007 (August 10th Notice). http://nodal.ercot.com 8
Update on Registration for Transition to Nodal Market (continued) Update on Registration for Transitioning to the Nodal Market • Step R3- Attestation of Qualification of Ancillary Services • Form for QSEs wanting to “grandfather” their zonal qualification into nodal. • Posted 7/2/07 and available at (http://nodal.ercot.com/readiness/rq/documents/index.html ). • DUE DATE- September 4, 2007. • Resources Changing QSEs during transition (will discuss further during “Transitional Qualification”). http://nodal.ercot.com 9
Update on Registration for Transition to Nodal Market (continued) Update on Registration for Transitioning to the Nodal Market • Step R4- Resource Asset Registration Form (RARF) • First Iteration: Nodal RARF emailed to Generation Resources only • ERCOT also included copy of zonal GARF on file • RARF entries were filtered to data for EDS3 SCED testing. • Hosted RARF Q&A Meeting on 8/9/07 to address common questions and provide sample of Combined Cycle • Most questions related to Ramp Rates, Reasonability Limits, and Combined Cycle • Questions and Answers are posted to August 9th meeting “Key Documents” http://www.ercot.com/calendar/2007/08/20070809-RQ.html • DUE DATE- September 4, 2007 • RARF for Load Resources anticipated on next iteration by end of 2007. http://nodal.ercot.com 10
Resource Asset Registration Form First iteration of RARF is filtered to request only enough data to support EDS3 Other Highlights: Color coding Different worksheets for different resource types Glossary available http://nodal.ercot.com 11
Resource Asset Registration Form First iteration of RARF is filtered to request only enough data to support EDS3 Submitting the Transitional RARF: • The early versions of the transitional RARF’s are non-binding – Does not require Authorized Representative signature. • Submitted preferably through Texas Market Link as Service Request (refer to RARF “Instructions” tab). • May be emailed to NodalMarketTransition@ercot.com. • A final version of the RARF will need to be confirmed and submitted by the Resource Entity in 2008 http://nodal.ercot.com 12
Resource Asset Registration Form Highlight of RARF Questions and Answers • Explain the Hi and Low Reasonability Limits • These values serve as “guardrails” for testing reasonability of MW values submitted in the COP. • ERCOT suggest HI/LO ratings under ideal operational condition for the resource. • Will the Hi and Low Reasonability Limits be used for compliance? • No. http://nodal.ercot.com 13
Resource Asset Registration Form Highlight of RARF Questions and Answers • For private network, what are the High/Low Reasonability Limits? • Limit would simply be the Highest and Lowest amount of power that could be injected into ERCOT from that unit (depends on unit capabilities and swing of the industrial load behind the fence). http://nodal.ercot.com 14
Resource Asset Registration Form Highlight of RARF Questions and Answers • Will the RARF need to be updated to revise Ramp Rate Curve? • The RARF Ramp Rate Curve is for initial setting for the resource in the Nodal MMS. • QSEs will be able to update this curve via API/XML interface. • Why is there a MW value for each ramp rate point? • This gives the flexibility to match different operational levels of the resource with corresponding ramping capability. http://nodal.ercot.com 15
Resource Asset Registration Form Highlight of RARF Questions and Answers • What ramp rate should Wind Resources submit? • ERCOT recommends submitting the highest possible ramp rate under normal conditions. • How are Private Use Networks to submit the Ramp Rate Curve? • The curve is to represent the capability of the PUN resource at the point of interconnect. http://nodal.ercot.com 16
Resource Asset Registration Form Highlight of RARF Questions and Answers • Can ERCOT provide examples for completing the RARF for Combined Cycle and Private Use Network resources? • A whitepaper and examples are being prepared and will be posted to the Nodal Readiness Center. • A market notice will be sent when these documents are posted. http://nodal.ercot.com 17
Resource Asset Registration Form 1-1 Config (can interchange units) 2-1 Config (can interchange units) http://nodal.ercot.com 18
Resource Asset Registration Form 3-1 Config (can interchange units) Additional 3-1 to include duct burner or other variables http://nodal.ercot.com 19
Generation Resource Mapping to EPS Meters Associated Market Metric • MP10 - Mapping of Resources to Resource Nodes and Resources to Revenue Quality Meters • Reported By: QSE with Resource & ERCOT • Target Completion: Start Go Live Activities less 120 days • Metric Description: ERCOT shall ensure that all participating resources in the TN Market have completed their mapping of Resources to Resource Nodes and Resources to Revenue Quality Meters • Background: It is the intent of this metric to ensure that the settlement of resources involved in a net metering configuration can be executed as specified by the Nodal Protocols http://nodal.ercot.com 20
Generation Resource Mapping to EPS Meters Associated Market Metric • MP10 - Mapping of Resources to Resource Nodes and Resources to Revenue Quality Meters • Criteria: The Readiness Team will review documentation that verifies that all participating resources in the TN Market have completed their mapping of Resources to Resource Nodes and Resources to Revenue Quality Meters • Readiness will be achieved when each resource has either mapped their Resources or have accepted the existing default configuration http://nodal.ercot.com 21
Upcoming Nodal Registration Activities: ERCOT will begin process to formally describe and track the following activities for transitioning to Nodal: • Confirming Generation Resource Metering to EPS Meters • Submitting Eligible contracts and entitlements for PCRRs • Declaration of NOIE Load Zones • Submission of Verifiable Costs • Dynamic Scheduling Registration activities http://nodal.ercot.com 22
