  1. Strategic Review of Day Services for Older People Presented by : Nick Smith Head of Service, Strategic Commissioning (Older People and Long-Term Conditions)

  2. Day Care • Purpose: To review current arrangements for day care services commissioned and funded by ASC for older people across the county, and recommend in the light of the Commissioning Strategy, changes to the service.

  3. Day Care • Current OP day care is provided by : • ASC Directly Provided Services • Independent sector • Third sector Most services fairly traditional with significant transport element.

  4. Day Care Why review ? • Will services meet future customer needs and demands ? • Wide variation in costs • Variation in provision throughout the county • Individual Budgets • Best Value • All adults

  5. Day Care We want to : • Understand current service patterns • Engage with older people, carers and providers • Identify best practice • Understand impact of IBs • Articulate new vision for day care by June 2009 • Make vision a reality by changing how we commission and what we commission

  6. Day Care What might the vision look like? (i) : • ASC has no preconceived proposals • Proposals should be commissioning and user driven • Good practice implies trend away from larger day centre models

  7. Day Care • The vision (ii) • One example might be Essex : • Council runs day services from 18 centres, 6 owned by council, others leased or rented • Cumbria rural mobile day service • Day services provided with care village

  8. Day Care “Stakeholder engagement “ ? We want to understand at an early stage : • What customers need • What carers need • What providers need

  9. Day Care In discussion groups, consider : • Is the scope of the project correct ? • Anything you would like to see added ? • How would you like to be involved ? • How do you suggest we best engage with carers? • How do you suggest we best engage with service users ? NS/PEH 8.1.08
