Will referrals alone count for anything? • Yes, they will count as a service that commences participation.
For employer satisfaction-what is the cohort for the employers…is it all employers with a job order? Employers with a job order that was placed within last 90 days etc? • All employers served (those who placed a job order).
If you are in OSMIS and you put in a service on the service screen and put the documentation in the comment section on the service screen, do you have to go back in on the customer notes screen and duplicate your comments? • No, you can use the comments section for documentation except that any confidential information such as the counseling plan, an assessed barrier, etc. should be input on the “Customer Notes” screen.
How would you prioritize the services provided to 'Job Seekers'? Are some services more important or relevant than others? For instance, is provision of LMI or counseling considered a priority service? • It’s according to the needs of the job seeker. If the job seeker has sufficient skills and just needs to find a job, and there is a job available on OSMIS, a referral is the best service. If the person has obsolete skills, a counseling session to determine change of career, testing for interests and abilities, and LMI to give the job seeker a view of what are the demand jobs in the area would be a better choice of services. So an assessment of what the job seeker needs should dictate the services provided.
All RWBs have employers who demand their jobs be listed but refuse to provide info on who they hire or never return calls for info, do we have to take their job orders? If the employer reports to Revenue, you will get the credit anyway. If they don’t report and you have informed them of the law, you can report them to DOR.
Other than listing a job order on the state computer job system (OSMIS & EFM) are RWBs required to provide certain other services such as file search, interview space, invitations to job fairs, testing, etc. or can those level of services be left up to each RWB? • What you have to remember is that many employers know that they are paying for Wagner-Peyser employer services with their UC FUTA taxes, so in denying services you run the risk of an employer demanding them since s/he is already paying for the services. If you provide them for one employer, it becomes an available service. Remember also, that the list of services is on OSMIS so that any employer can ask for them. Some of the services listed are ones we refer the employer to, so each One-Stop should have a referral list.
An out of state employer (ALA) has a job in Florida and in our region, but no Florida business license, must we list their jobs? If a company is not licensed to do business in Florida, thus, are operating illegally; we cannot accept illegal job orders.
If an employer says they cannot find their FEID, and won’t give a Social Security Number, do we have to take the job order? Currently, we don’t require the FEIN or SSN or UC Tax # on OSMIS, but when we do, (WO#64348) you will have a lookup for the FEIN.
******* Scenario #1: Feb 1st - unemployed job seeker registers and receives a service, becoming a "participant." Feb 15th - the job seeker started a new job (not a placement) March 5th - employer reports New Hire to DOR and this is sent to OSMIS. The job seeker doesn't exit until May 1st, and even though the exit is back dated to Feb 1st, during the month of March he wasn't an "exiter“ and wasn't in the denominator. Is he counted in March as in the numerator and denominator, or just the numerator, or not at all? He is an exiter as of Feb. 1st - last date of service. DOR is searched on for the rest of Feb., March, April, and May for that SSN. If found it in March, it counts as a positive for the Month of Feb., the month of exit.

On July 1st, the system "exits" him as of April 1st. How is this job seeker counted in the red/green report? • The job seeker becomes an exiter April 1st, and there is no new hire data match in April, May, June, or July. The job seeker counts in the denominator for April and will not be in the numerator and therefore, the impact is negative.
If we provide a service to someone who is registered in a different region, are they now ours for red/green purposes? If you provide the last service, it will count in your region.
If a client is currently working and wants training to help him increase his potential-should we register him in the system since he is working? If we register him and after training, finds a better job-can we get credit under WP? What if he gets a better job for the same employer? If you provide WP staff assisted services, you must register them in that program. If the person is employed at participation, and you do refer them to training, that person will not count in your R/G measure. If that person leaves the first job during the training period, and after the first 90 days have passed with no additional services, then you can change the employment status to “unemployed” before you put in the service of “completed training”. If the person never leaves the first employer and just gets a promotion after receiving training, you cannot change that employment status in WP and the person will not count in your R/G.
Is there any difference between a “reportable” service and a ‘Countable “ service? If you are referring to those services which commence WP Participation under the "Common Measures" methodology, no. These services are not very well defined in TEGL 17-05, and are somewhat a matter of interpretation...but they essentially include all of those services which we have defined in past years as "reportable" and "prerequisite" services.
We are reviewing the Probable placement report. We come across a name where a "manual obtained employment" was entered in March but this should really have been a placement. Since it was a "manual obtained" and doesn’t count as an "entered employment," can we go back and take a placement on this individual? If so, then this should hold true for only "manual obtained' and not "automated obtained" as these were matched with DOR-Right? You received credit last program year for a manual obtained when it counted just like a placement. If you took a placement this year (it will count this year if you enter a placement on that job order after July 1) on that which was credited last program year, you have taken credit twice for the same job opening.
Job Order Wage Rate – If a job is captured by the OSMIS system without recognizing the appropriate job order (yes, this happens), the placements’ wages will not be included in the Job Order Wage Rate, because it’s not seen as filling a job order. If we manually go in and record the hire on the appropriate Job Order, which is the OSMIS system going to recognize – the automatic capture or the manual? • There is no relationship between the Job Order Wage Rate and the automatic entered employment. The Job Order Wage Rate only looks at the wage when a person is placed.
Can a self registrant give themselves a reportable service in OSMIS, thereby causing them to be “registered” and count in our numbers? A self-registrant can give themselves a reportable service such as counseling or provision of Labor Market Information, conduct a job search, and get a referral – all of which commence participation.
If some one who is employed at their first encounter with WP services it is my understanding that they come out of the equation. What if a person is employed, becomes unemployed (and their registration adjusted accordingly), do they then count? If so, how much of a gap in employment must there be before they can be marked as unemployed? Currently, OSMIS does not hold the employment status at participation and it is not looked at until exit by the Performance section.
