  4. System set up • Clearance- Put a OCEAN 1,2,2R, 3 or 4 clearance on request. • Waypoints- Enter Waypoints MOA21-MOA26 on page 8 of the brick load in waypoints 1-6. For BI flights put DSOTO in WYPT 7 with and offset WYPT for 9.0 DME and 170.0 for Bearing (to represent the IAF for the HI-TACAN VOR/DME B). Put KMEI in wypt 9 (south end of the runway) and 19L in wypt 10. TACF and ACM can put NMM waypoints in if RTB to NMM or MEI waypoints in if out and in to KMEI. • Sequence- 1-6,2. • Course line- For Aircraft flights put 230. For simulator MOA 2 Departure start with 358 if departing Rwy 1L, 193 if Rwy 19L and 090 if Rwy 10. Once on the arc put in 230R off NMM. The MOA 2 Departure is only used in the sim on BI hops. Once off the arc or in the aircraft after receiving vectors to WAVEE (NMM230040) have NMM as first wypt with CRS of 240. Initial clearance will be direct to WAVEE.

  5. Departure • After airborne and clean below 200 KIAS, check in with Departure on BTN 4. In sim you will fly the MOA 2 Departure. Normally the initial altitude on departure is 7,000 FT. “Departure, OSHN 1XX, off Navy McCain passing (current alt) for (assigned alt).” • Departure will acknowledge radar contact. “OSHN 1XX, Meridian Departure, radar contact.” (Sim) “OSHN 1XX , Meridian Departure, radar contact turn left/right hdg XXX or turn left/right direct WAVEE.”(aircraft) (You will be given vectors to WAVEE or cleared direct to WAVEE in the plane. You will fly the full MOA 2 Departure in the Simulator.) • Departure will eventually give you a climb to 10K and switch you to Memphis Center BTN 5. “OSHN 1XX climb and maintain One Zero Thousand contact Memphis Center BTN Five.”

Departure- cont • Check in with Memphis Center. “Memphis Center, OSHN 1XX, with you passing (current alt) for One Zero Thousand.” • Memphis will respond with clearance into the MOA 2 and tell you how many flights are in area MOA 2 East and West. (remember a flight of 2 or a flight of 4 is one flight, you need to account for all) “OSHN 1XX, Memphis Center, there are ___ other flights in the area, cleared to switch BTN 20, monitor guard.” • Check in on Area Common BTN 20. If there are no flights in the area request a radio check with Memphis Center, they monitor BTN 20. You must get a positive check on area common frequency. “99 MOA 2, (single BI/TAC FORM/FLT OF 2 ACM) checking in from the North East.”

Departure- cont • If you would like to request altitude blocks other than the standard 9-FL 230 you must make that request with Memphis Center. “Mempthis Center, OSHN 1XX , with you passing (current alt) for One Zero Thousand request.” • Memphis will respond “OSN 1XX, Memphis Center, go ahead with request” “Memphis Center, OSHN 1XX request the MOA 2 from Nine to One Five next Zero plus Four Five.” • Memphis will respond with clearance into the MOA 2 and tell you how many flights are in area MOA 2 East and West. (remember a flight of 2 or a flight of 4 is one flight, you need to account for all) “OSHN 1XX, Memphis Center, you are cleared to the MOA 2, maintian Nine Thousand through One Five Thousand, FL 190, there are ___ other flights in the area, cleared to switch BTN 20, monitor guard.”

Departure- cont • Any aircraft in the area must respond with their position in the area. “1XX in MOA 2 East at 14,000” “Flight of two MOA 2 West” “Single in MOA 2 East” If you are transiting to an area report your position. “1XX transiting MOA 2 East to MOA 2 West at One Six Thousand” • Once you have accounted for all aircraft in the area, report your intentions. “1XX will take MOA 2 East” • Since all calls made in the area must be responded too. At least one aircraft in the area must respond. “Loud and Clear”

  9. Area Entry • As depicted by the following slide, enter MOA 2 from WAVEE via the NMM 230 Radial or vectors direct WAVEE at 10K. • Remain at 10K till established in the MOA and de-conflicted. • Aircraft flow direct into MOA 2 East or MOA 2 West.

Established in the Area • Once you are established in one of the 2 working areas in the MOA 2 report established on BTN 20. “99 MOA 2, 1XX, established (MOA 2 East or MOA 2 West)” • Since all calls made in the area must be responded too, at least one other a/c will respond accordingly. If you got a radio check from Memphis Center you don’t need to hear a response to you established call. “Loud and Clear” • 10K is used for transit. 11 K up to 23 K is for maneuvering.

  12. Checkout • When ready to RTB copy ATIS on BTN 30 on #2 radio if RTB is to NMM. If going to MEI copy MEI ATIS on BTN 16 on #2 radio as well. • To RTB to NMM Descend to 10,000 FT MSL, passing 10,500 FT MSL make call checking out of the area for RTB NMM (Early BI sims that do not require the HI-TACAN VOR/DME B can do this) or MEI(TACFORM/ACM). For BI’s you will request direct to DeSoto for the HI-TACAN/VOR DME B with with Memphis Center BTN 20 at 16K from MOA 2 once you have de-conflicted with other aircraft in the area and made your checking out call. “99 MOA 2, 1XX, checking out of MOA 2 East/West, RTB NMM or at One Six Thousand for a Key Field Recovery.” • Since all calls in the area must be responded too, at least one a/c will respond accordingly. “Loud and Clear”

Checkout- cont • The following diagrams show the direction of check out for the different areas. • You must remain in your working area at 9,000 FT MSL until you are cleared to RTB to NMM or MEI. If you are requesting Direct to DESOTO for the HI-TACAN VOR/DME B at 16K you must remain in MOA 2 until cleared direct DESOTO. • While working in the area or on the recovery all aircraft are MARSA until 8,000 FT or when cleared Direct Desoto at 16,000 FT. Once at 8,000 on recovery Memphis Center assumes responsibility for separation of recoveries level at 8,000 FT.

  14. Checkout- RANDOM • Once you have checked out of the area on BTN 20 contact Memphis Center on BTN 5. Request one of the following recoveries; Random, Key or DSOTO. • Ramdom Recovery is aircraft will proceed direct NMM at 8,000 Ft. After completion of radar handoff and communications transfer, aircraft level at 8,000 Ft are released to Meridian Approach Control for turns and descent within the lateral confines of the MEI 2 MOA. “Memphis Center, OSHN 1XX, with you passing One Zero thousand for Nine Thousand Request Random Recovery.” • Atlanta will respond. “OSHN 1XX, Memphis Center, you are cleared Random Recovery.” • You will respond with the following. “OSHN 1XX, cleared Random Recovery.”

  16. Checkout- KEY • Once you have checked out of the area on BTN 20 contact Memphis Center on BTN 5. Request one of the following recoveries; Random, Key or DSOTO. • Key Recovery is aircraft will proceed direct MEI at 8,000 Ft. After completion of radar handoff and communications transfer, aircraft level at 8,000 Ft are released to Meridian Approach Control for turns and descent within the lateral confines of the MEI 2 MOA. “Memphis Center, OSHN 1XX, with you passing One Zero thousand for Nine Thousand Request Key Recovery.” • Atlanta will respond. “OSHN 1XX, Memphis Center, you are cleared Key Recovery.” • You will respond with the following. “OSHN 1XX, cleared Key Recovery.”

  18. Checkout- DSOTO • Once you have checked out of the area on BTN 20 contact Memphis Center on BTN 5. Request one of the following recoveries; Random, Key or DSOTO. • DSOTO Recovery is aircraft will proceed direct DSOTO at 16,000 Ft or as directed by Memphis Center. Aircraft will maintain MARSA with other MOA aircraft until exiting the MOA. Handoff and communications transfer constitutes release of the aircraft to Meridian Approach Control after the aircraft exits MOA airspace. “Memphis Center, OSHN 1XX, with you One Six thousand, Request DSOTO Recovery.” • Atlanta will respond. “OSHN 1XX, Memphis Center, you are cleared direct DSOTO maintain One Six thousand.” • You will respond with the following. “OSHN 1XX cleared direct DSOTO, maintain One Six thousand”

  20. RTB to NMM or Key Field • When cleared for a Random or Key Recovery maintain 8K until cleared for a descent by Memphis Center. BI DSOTO Recovery- Proceed direct DSOTO and maintain 16K. • At some point Atlanta Center will clear you to switch Meridian Approach on BTN 19. • For RTB NMM or MEI make your request for type of arrival with Meridian Approch. • Once cleared RTB NMM/MEI or direct DSOTO you don’t need the area in the system. You can put MEI in WYPT 6 (to check the TACAN 117X). Put a course in for appropriate runway and select PLAN. (NMM: 19L- CRS 189, 1L- CRS 009, 28- CRS 280, 10- CRS 100). (MEI: HI-TACAN VOR/DME B-CRS 350, ILS Rwy 1-CRS 008, ILS Rwy 19-CRS 188, VOR A- CRS 130.) • For direct to DSOTO, when switched to approach request direct to the IAF, maneuvering airspace to the South West for the HI-TACAN VOR/DME B, followed by any other approaches you want at MEI or GCA box at NMM.

Descent • Once Memphis Center is ready to hand you off to Meridian Approach they will switch you to BTN 19. “OSHN 1XX, Contact Meridian Approach local BTN One Nine. • You respond. “OSHN 1XX switching BTN One Nine.” • Check in with Meridian Approach and advise them you have the current ATIS. “Meridian Approach, OSHN 1XX, with you 8 thousand on a RANDOM / KEY recovery with information ___, request.” “Meridian Approach, OSHN 1XX, with you 16 thousand, direct DSOTO with information ___, request.”

Descent- cont • Meridian appoach will respond. “OSHN 1XX, Meridian Approach, go ahead request.” • You will then make your request for approaches. “Meridian Approach, OSN 1XX, request vectors to final for the ____, or GCA box at Navy McCain.” “OSHN 1XX, direct DSOTO, request direct to the IAF, maneuvering airspace to the Southwest for the HI-TACAN VOR/DME B, followed by the ILS, followed by vectors for the GCA box at NMM.”

Clearance • Meridian Approach will then clear you for the approach. “OSHN 1XX, Meridian Approach, you are cleared direct Navy McCain/Key Field, descend and maintian ___ thousand, expect vectors for the _____.” “OSHN 1XX, Meridian Approach, you are cleared direct to the Initial Approach Fix, maneuvering airspace to the Southwest, cleared for the HI-TACAN VOR/DME B, maintain One Six thousand till the Initial Approach Fix, report leaving One Six thousand.” • You respond. “OSHN 1XX, cleared to the NMM/MEI, leaving ____ for ____.” “OSHN 1XX, cleared to Initial Approach fix, maneuvering airspace to the Southwest, cleared HI-TACAN VOR/DME B, maintain One Six thousand to the Initial Approach Fix, report leaving One Six thousand.”

  25. Tower Check In • On the approach to Key Field, Meridian Approach will clear you to switch to Key Tower on local BTN 18. “OSHN 1XX, Meridian Approach, contact Key Tower local BTN One Eight.” • You will respond. “OSHN 1XX, switching BTN One Eight.” • Check in with tower on BTN 18. “Key Tower, OSHN 1XX, Final Approach Course three down and locked.”

  26. NORDO- IMC • Enroute to the MOA- proceed direct WAVEE at last assigned alt or 6,000 FT whichever is lower. Then proceed direct to the IAF for the active runway in use at NMM, and execute the approach. The ILS must be used if available when runway 19L is in use. • After MOA assignment- Proceed direct WAVEE, cross WAVEE at 8,000 FT, then descend to 6,000 FT and proceed direct to the IAF for the active runway in use at NMM, and execute the approach. The ILS must be used if available when runway 19L is in use. • DSOTO Recovery- Proceed direct DESOTO at last assigned altitude and execute the HI-TCN approach to MEI for full stop.
