  3. Qualification Defined • Examine and test products, processes, or materials of manufacturers and distributors • Determine conformance to specification requirements • In advance of, and independent of, an acquisition

  4. Qualification Lists • Qualified Products List (QPL) – a list of products meeting DoD qualification requirements • Qualified Manufacturers List (QML) – a list of qualified processes, materials, and/or manufacturing operations (production lines) that can be used to build a wide array of products meeting the requirements in the applicable specification

  5. Authority 10 United States Code 2452: “…the Secretary of Defense shall establish, publish, review, and revise, within the DoD, military specifications, standards and Lists of Qualified Products…”

  6. Authority Federal Acquisition Regulation, Subpart 9.2 defines qualification requirement as a Government requirement for testing or other quality assurance demonstration that must be completed before award of a contract (implements 10 USC 2319)
