Roma – EU Developments The story so far... • APRIL 2011 • European Commission proposed a European Framework for National Strategies on Roma Integration • MAY 2011 • Employment and Social Affairs Council adopted Council Conclusions on the subject • JUNE 2011 • European Council (EU heads of government) endorsed the Roma Strategy Eurodiaconia

EU developments • Member States had to submit national Roma integration strategies by December 2011 • European Commission in process of asessing the national strategies • European Platform for Roma Inclusion next meeting: 22 March 2012, Brussels Document title in View > Footer, same for the date

  10. …The European Platform for Roma Integration • The platform meetings chaired by the Member State holding the Presidency of the Council (this time Denmark) • Brings together national governments, the EU, international organisations and Roma civil society representatives (Eurodiaconia invited to participate) • Agenda: How to measure that the strategies have an impact on the ground? What resources are foreseen to enable the National Contact Points to coordinate and monitor the implementation of the national strategies? Advocacy • Wrote ecumenical contribution together with CCME on EU Framework after joint consultation meeting in Budapest • Encourage members to take contact with National Contact Points • Letter template • Contribution to consultation on Recommendation on Child poverty end 2012 (Roma and migration section) • Written contribution: analysis of the national Roma integration strategies • Input from this meeting and other feedback from members will be sent to Task Force in the European Commission Document title in View > Footer, same for the date

Eurodiaconia’s analysis of the EU framework • The document takes an integrated approach including targets for health, housing, education and employment • Churches and religious organisations are mentioned twice. • The two-way process of integration is highlighted • The document states that the national strategies must be consistent with National Reform Programmes (NRPs) and the Europe 2020 strategy. • Looks beyond the EU to enlargement countries • The need to simplify procedures for accessing funds has been highlighted. Shortcomings in the document • A long term perspective is missing • The education goals are not very ambitious • Targets for Member States are not explicit enough and it is not clear what happens if Member States do not implement their strategies effectively. • There is no mention of the issues concerning identification documentation and statelessness • There is no mention of how to change discriminatory attitudes of majority societies Document title in View > Footer, same for the date
