May 2009 General Manager’s Report Automatic Sprinklers and District Cost With Spring finally here and sprinklers running, the White City Water Improvement District (“District”) is starting up wells that have been rested during the winter. Unlike last year, when both Wells 3A and 4 were down for repairs, all of the District wells are available to meet peak demands on the water system. Those peak demands usually occur in the early morning hours between 3 to 5 A.M. when automatic sprinklers turn on. As the sprinklers turn on, tank storage levels fall and the District’s telemetry system turns on wells, pre-chosen by District water operators, to maintain the tank levels. Depending on the demand on the system, the wells engaged can be smaller, such as Wells 3A or 4, or larger, such as Wells 9 or 10. Depending on the size of well, the power costs vary. Thus, when Well 10 starts up for the first time in a month, an electric start up charge is billed to the District of approximately $10,000. On the other hand, the initial monthly electric start cost for smaller wells is significantly less. Accordingly, the District does its best to use smaller or mid-size wells when possible to save costs. Although we have wells that can be engaged to meet the demands of the District, it would be best if those demands were spread out through the day instead of being concentrated between 3 AM to 5 AM. Accordingly, the District is asking that you consider, if you have automatic sprinklers, to change their start times to the evening hours. If half the District’s customers with automatic sprinklers would make the switch the demand charges on the District’s wells will lessen and costs will be reduced. Please consider this request. Robinson Inside this issue: General Manager’s Report 1 Billing & Meter Info 2 New Billing Form 3 Hydrant Flushing Program The Operations and Maintenance staff of the District is going to be starting its annual hydrant flushing program in the next few weeks. Periodic flushing of water lines is helpful in ensuring the cleanliness and safety of the District’s pipelines and your drinking water. Your cooperation in ensuring that no vehicles, garbage cans or other impediments are placed near fire hydrants is appreciated. Not only is it illegal to park in front of a hydrant, but to do so when the system is being flushed is not a wise thing to do. The District is not responsible for any damage that may arise from such actions.

  2. White City Water Improvement DistrictPage 2 New Meters and Bill Format On a different matter, the District has completed its residential meter change out project. Every residence now has in place a radio read meter which will allow District personnel to read water usage year round. Also, since the new meter reads are in gallons, billing rates will be adjusted to reflect “gallons of water used” instead of cubic feet of water used.” In making this transition the Board of Trustees has voted to adjust the rates, effective June 1, 2009, to ensure that where the math conversion of 7.48 gallons per cubic feet results in an “uneven” number, the amount of gallons delivered per dollar is rounded up. By doing so, the water rates are being reduced, per gallon of water used, as compared to the old rate. Before June 1 residential properties are entitled to receive up to 1000 cubic feet of water (equal to 7,480 gallons) for the minimum charge of $43.00, after June 1 those properties will be entitled to receive up to 7,500 gallons of water. You will notice the effect when you receive the July 1, 2009 billing which reflect the water usage through the month of June. With the installation of the new meters the District has also taken a look at the billing form and made the decision to update the formatting, starting with your bills on July 1, 2009. As noted above, the new format will show only gallons rather than both cubic feet and gallons. Please see the example of the new format. If you are a customer with no previous balance due the new format will only show the current charges due and your previous balance will have $ 0.00 listed. Equal Payment Customers bills will show “Previous Balance” as the current account balance. A CR behind that dollar figure indicates a credit. However as an Equal Payment Customer you will see your Equal Payment amount listed in the “Please Pay This Amount” box. The amount of your current water charges are listed on the bill as “Water”. Any “Previous Balance” unpaid will show in the first line of the charges. If the account has a “Previous Balance” you will be assessed a Late Fee (which will be reflected as a line item charge) and it will be calculated into the “Please Pay This Amount” box. Any adjustments or miscellaneous charges will be shown only on the affected accounts.
