Background • This project is the outcome of the dialogue between DME and DANCED (1999 to 2001) which aims at building capacity within South Africa towards Energy Efficiency (EE) and Renewable Energy (RE). • It also aims at making DME/NER “case study ” that will lead to the implementation of EE to all government buildings in SA.

NER Energy Audit • The audit concentrated more on lighting due to the fact that the Heating, Cooling and Air Conditioning (HVAC) system was in a poor operating condition.
Recommendations • Lighting: • It is recommended that case 3 be implemented due to the fact that this is the option that renders maximum savings. • HVAC: • The building holds the potential to be one of the most energy efficient buildings if attention is given to upgrading and maintaining the HVAC and the control systems (development of a maintenance policy).
Implementation Plan • A parallel phased in approach (lighting and HVAC) will be the best option given the circumstance and condition of the HVAC system. • With lighting, a dry-run test will be performed before the actual implementation of the project.
Funding For Implementation (Lighting) • Talks are underway between Bonesa and NER to secure funds for the implementation of this project. • Bonesa has agreed in principle to fund the project and a proposal will be drafted by October 2002.
