  1. Chapter 3 Driver’s Under Age 21pp. 16-20

  2. Instructional Permit • Between ages 15-17 • Enrolled in approved drivers’ ed. class • Permit is valid (good for) 24 months • Permit must be held for 9 months • May drive with a parent, legal guardian or responsible adult age 21 or older with a valid license for the type of vehicle you are driving and at least one year of driving experience • Must have 50 hours of supervised training including 10 hours of night time driving, in addition to the 6 hours of driving with an instructor.

  3. Cooperative Driver Testing Program • High school student who successfully complete classroom and behind the wheel instruction with an A or B may be exempt from taking the driving test at the Secretary of State’s Office. • A student who qualifies for this cooperative driving certificate will have to test at the Secretary of State’s Office, if the student’s birth date falls of a “spot check” date.

  4. Graduated Driver Licensing Program • Requires drivers ages 15-20 to work their way to full driving privileges. • There a three progressive stages (phases) • Young drivers must earn the right to move from one phase to the next based on their driving behavior.

  6. Nighttime driving restrictions… Sunday – Thursday 10pm. To 6am. Friday-Saturday 11pm. To 6am.

  7. One passenger in the front seat and the number of safety belts in the back seat. All occupants must be buckled.

  8. 50 hours (including 10 nighttime) driving practice

  9. Permit must be held for a minimum of nine months Must not acquire any driving or underage alcohol conviction or court supervisions within the nine month permit phase

  10. Cell phone use is prohibited…including texting and bluetooth

  11. Initial Licensing PhaseDrivers Ages 16-17

  12. Nighttime driving restrictions… Sunday – Thursday 10pm. To 6am. Friday-Saturday 11pm. To 6am.

  13. For the first year of licensing, or until the driver turns 18, whichever comes first, the number of passengers is limited to ONE person under age 20, unless the passenger(s) is a sibling, step sibling, child or step child of the driver.

  14. Must maintain a conviction-free driving record for six months prior to turning 18.

  15. All occupants must be buckled. Cell phone use is prohibited…including texting.

  16. Full Licensing PhaseDrivers Ages 18-20

  17. No age related restriction apply except in cases where a driver fails to move from the initial licensing phase to the full licensing phase.

  18. No wireless/cell phone use for drivers under age 19. Drivers age 19 and older are prohibited from using cell phones in construction and school zones.
