  3. Objectives (cont’d) • Define the personnel authorized to recommend, endorse and approve medical waivers • Discuss the policies for a BCA medical waiver • Name the 3 eligibility requirements for a Medical Evaluation Board (MEB)

  4. PFA Medial Clearance • Process to ensure members receive appropriate screening/clearance prior to participating in the PFA • PFA medical clearance has 3 components: • PHA • PARFQ • Pre-physical Activity Questions

  5. PFA Medical Waiver • Authorized for members with injury, illness or for members recovering from a surgical or medical procedure • Must be granted prior to the PFA • May only be issued on NAVMED 6110/4

  6. Authorized Medical Department Representative (AMDR) • COs with a medical staff must appoint an AMDR in writing for PFA medical waivers • Medical Treatment Facilities (MTF) are required to appoint an authorized department representatives in writing

  7. Medical Waivers (cont’d) • CO has final approval on all PFA medical waivers

  8. Drilling Reservist or Members Using Tri-Care Remote • A civilian specialist may recommend a medical waiver but a military chain of command must endorse and approve it • Member must present the NAVMED 6110/4, PFA Medical Waiver/Clearance Form to the provider

  9. Joint Environments • Members may be issued medical waivers by other than Navy military treatment facilities • Member must present the NAVMED 6110/4/ PFA Medical Waiver/Clearance form to provider

  10. BCA Medical Waiver • May only be recommended by a physician • May be granted if it is physically impossible to perform an accurate measurement • May be granted due to a medical condition or therapy

  11. BCA Medical Waiver (cont’d) • Only valid for 1 PFA cycle • Require 2 signatures • Physician (recommends) • AMDR (endorses)

  12. Medical Review Board Policy • 2 consecutive medical waivers for same injury/illness in a 12-month period • 3 or more medical waivers for any injury/illness in most recent 4-year period

  13. Medical Evaluation Board Eligibility • MEB eligibility will activate if member is granted an additional medical waiver after 1 July 11 • Not all PFA waivers will make a member eligible for a Medical Evaluation Board (MEB)

  14. MEB Eligibility #1 • Issued 2 consecutive MWs for same condition and member did not participate in the BCA or cardio and at least one of the PRT events

  15. MEB Eligibility #2 • Issued 3 MWs for any condition in most recent 4-year period and the member did not participate in the BCA or cardio and at least one of the PRT events

  16. MEB Eligibility #3 • CO may request a MEB when a member’s fitness/health is questionable for continued Naval Service or mission readiness
