Why was LHTAC created? • 33,250 local highway miles • 288 Local Highway Jurisdictions(LHJ)Cities, Counties, Highway Districts
LHTACouncil There is a Council: • 3 County Commissioners • 3 Highway District Commissioners • 3 Mayors • LHTAC was created in 1994 by the Idaho legislature.
What does LHTAC do? • Published more than 25 manuals for local highway jurisdictions, • Periodic Newsletter and Technical News, • Help with information for legislation, if requested, • Help develop and distribute the ISPWC, • Promote Transportation Planning, • Training for LHJ funding, etc.
What does LHTAC do? • Select and Develop the STP – Local Rural Program • 2001: 14 projects funded, $8.4 m. • 2002: 9 projects funded, $5.0 m. • 2003: 5 projects funded, $6.1 m. • 2004: 4 projects funded, $4.8 m. • 2005:18 project applications requesting $26 million. • Plus $2.2 million in grants for the “Investment” program.
What does LHTAC do? • Select and develop STP – Local Urban Program • 2001: 3 Urban projects funded, $4.4 m. • 2002: 4 projects funded, $5.3 m. • 2003: 4 projects funded, $3.4 m. • 2004: 1 project funded, 1 application, $150K. • 2005:3 applications for $2.7 million.
What does LHTAC do? • Select and Develop project for the Local Bridge and Off-System Bridge Programs • 29 bridge projects received from ITD in fall 2003.
Project Selection: • Applications for Federal Aid programs are distributed in November and due to LHTAC in February. • The Council evaluates applications and recommends several projects for funding. • Projects are included in the draft STIP each June.
Project Development: LHTAC must follow the ITD procedures outlined by the design guide and approved by FHWA. • The Sponsor selects a consultant • LHTAC negotiates an agreement • LHTAC administers the project from NTP through PS&E • ITD bids the project and administers the construction.
What does LHTAC need? • Projects.We need projects that fit the frame of the funding programs. • Engineers.We need consulting engineers that understand the needs of the local highway jurisdiction and are also familiar with the federal aid process.
