  2. Brief summary of the project: 1. Objective – to provide reliable and timely information exchange in countering global threats 2. The tasks – research, training, creation and support a wide network of project participants 3. Resources: grants from international and national organizations, corporate and personal time and other resources

San Raffaele Hospital Scientific Foundation, University of Medicine "Vita-Salute" (Milan, Italy) Irkutsk State Technical University (Irkutsk, Russia) Crimean Engineering and Pedagogical University (Simferopol, Ukraine) Has conducted pre-deployment work for the prospective organization of international cross-disciplinary Network of Information SHAring in Global Threats and Disasters Threats (NISHADA) Expected participants are individual experts from universities, scientific, military, medical, specialized, state and NGOs from over the world.

NISHADA principles: This networked association is based on personal activities of advanced individuals who have not got a full program for these years and whose expertise and potential has not been required in adequate manner by pertinent ( national, or corporation ) society so far . No national , discipline, agency nor level limits are envisaged. Clear and tangible structure and activities are implied . Goals and objectives: To Enhance partnerships through cooperation in science To set robust advanced Information Sharing Environment tools on counteracting to Global natural and man-made threats as cross-disciplinary problem: To arm international society with advanced information and information theories, , approaches , schemes and. To expand Internet connectivity through the experts; To provide Nations with reliable and timely information to establish "an international virtual university"

Activities: - Inviting experts from diverse countries (45-50: NATO Countries NCs and Partner Countries PCs); - Perform research (Theory and Applications); - Organize alive (Workshops) and remote (Internet) discussions; - Set connections with Politics, academic, culture and practical circles: Civilian and Military; - Utilize experience of current specialized networks (SuperCourse, LEFIS…) and set connection with professional organizations (WHO, WADEM…); - provide JIT and reliable reaction within NISHADA (continuous working for 24 hours a day, 7 days a month, 30 days a month, 365 days a year) (Version 1. 3*2 persons per day, 6*30= 180 per month, that means 1 duty per month) (Version 2. 3 person per day, 45 persons per ½ month) - Use Internet tools ( e-mail, Skype, Web-site on Diverse languages ); - Realize Severe Cross-cone approach ( cross-nation, cross- disciplinary, cross-agency, cross-level); - Utilize wide spectrum of information channels and tools; - Perform strong mapping

Payoffs (outputs and outcomes): - reliable information in minutes, reviews; video-materials, TV programms, - Growing of the Net ; - international trust; - people engaged into positive activities rather than recruited by terrorists or criminals Inputs: - volunteer duties : organizational, watching on-line and e-mail connection; - funded by other sources: research, analysis; - One conference per year for 45- 60 activists of the NISHADA, supported by NATO SPS Financial resources: Grants from international and national organizations, corporate and personal time and other resources Risks: No interest from Politicians and International Organizations.

Aims of network community: • Creating mechanisms to effectively counteracting global threats; • Active participation in covering the problems of humanity; • Guidelines and approaches to study the impact of global threats; 4. Develop training modules on issues; 5. Coordination Network community members; 6. Joint actions of NISHADA; 7. Involvement of projects and grants international organizations.

Collaboration with professional organizations and institutions within the goals and objectives of the Network community.
