Operation Secure Validation (OSV) Overview StakeholderCollaboration:A FIPS 201 use case demonstration coordinated by the PIV-I/FRAC TTWG, consisting of Federal, State, and Local membership stakeholders nationwide TrustedTechnology Insertion: OSV was a demonstration of real credentialing interoperability for disaster site access permissions, situational awareness, and post-event reconstruction All Hazards Risk Management: OSV integrated sponsored and registered F/EROs as defined in National doctrine, proven cyber-secure capability, and FEMA/TTWG best practice solutions for “all hazards” risk mitigation National doctrine includes: National Response Framework (NRF) , National Incident Management System (NIMS), National Infrastructure Protection Plan (NIPP), and National Continuity Policy Implementation Plan (NCPIP) Scenario 1 - New Madrid Earthquake Disaster Support : Missouri Department of Homeland Security conducted a credentialing specific demonstration at the Wal-Mart parking lot in Osage Beach since these are often used for staging areas. Scenario 2 - Federal Facility Access & Hurricane Disaster Support :A category 4 hurricane was heading directly for the NCR and surrounding area with landfall expected within 96 hours. DHS/FEMA called a preparation meeting of all NCR F/EROs Scenario 3 - Mutual Aid Support for a Bomb Threat: Northrop Grumman (NG) was contacted by the city of Norfolk and Newport News authorities of a possible bomb threat in the immediate area that may impact Norfolk, Newport News, local military facilities and the Newport News Naval shipyard Scenario 4 - Fusion Center/Emergency Operation Center (EOC) geospatial display: Several jurisdictions nationwide geospatial feeds of all response/recovery F/EROs involved in all demonstrations For Official Use Only (FOUO)

OSV F/ERO Targeted Audience Federal / Emergency Response Official: When checking the “yes” box during PIV issuance, the sponsoring Agency must determine and keep current what NRF, NIPP, or Continuity of Government category is being sponsored as depicted in the drop down boxes shown. • Recommended Agency Requirements • All Agencies are to designate NRF, NIPP, and NCPIP Attribute Administrators • Attribute Administrators are to actively sponsor or revoke F/ERO registrations in the F/ERO Repository once established National Continuity Policy Implementation Plan (NCPIP) Essential Government Function x Emergency Support Function (ESF) 5 - Emergency Management x x Contingency Personnel For Official Use Only (FOUO)

OSV Performance Measures • Electronic validation of all active participants GSA-approved CAC, PIV and PIV-I or State-approved FIPS 201 credentials IAW FEMA/TTWG-endorsed business rules for access permissions • Electronic validation of real skill sets of active supported or supporting participants • Compliance with all FEMA/TTWG-endorsed business rules • Usage of jurisdiction-issued FIPS 201 credentials and jurisdiction-owned products and services • Near real-time situational awareness by all geospatial participants • AHJ, EOC or Fusion Center post-event reconstruction of active participants for accountability, traceability, and liability 6 For Official Use Only (FOUO)
