  1. information meeting 11 July, 2005 Brussels P.Chaix (CEA) Brussels, 11 July, 2005

  2. Motivation for networking • Actinide sciences play a key role for the future of nuclear fission energy: • better use of fissile matter for power production, • efficient processing of spent fuels, • solid scientific basis for geological waste disposal. Brussels, 11 July, 2005

  3. Motivation for networking • However: • safety rules are heavy and research is expensive, • the tools requested to work on actinides are rare, • actinides have a rich and specific behaviour… Although many collaborations are already active, • It is necessary to federate tools and expertise; • ACTINET is a consortium of European R&D organisations, devoted to basic actinide sciences • launched in March 2004 with the support of the European Commission (6th Framework Programme), • will continue to operate beyond FP6. Brussels, 11 July, 2005

  4. Members of the Consortium Chalmers University of Technology Uni versiteit Antwerpen CIEMAT University of Cambridge Centre National de la Recherche Scientifique University of Cyprus Czech Technical University in Prague University of Helsinky Forschungszentrum Jülich GmbH University of Liège Forschungszentrum Rossendorf University of Manchester Johannes Gutenberg Universität Universitat Politècnica de Catalunya Nuclear Research and consultancy Royal Institut e of Technology Group University of Copenhagen Imperial College Ecole Nationale Supérieure Chimie Nuclear Research Institute Rez Paris Polish Academy of Sciences University of Potsdam Paul Scherrer Institut University of Münster Open to new members University of Stockholm Brussels, 11 July, 2005

  5. the Rationale Creation of a pool of facilities for the benefit of the whole community of actinide sciences Selection of collaborative projects making the best use of the available facilities ACTINET Summer School’04 Education and Training Spreading of Knowledge Brussels, 11 July, 2005

  6. Main dates in the preparation • 2002 : preliminary discussions and « design » of the Project, • Expression of Interest • December 2002: Euratom Call 2003 (fixed deadline) • 11-12 December2002 : 1st workshop (Karlsruhe) • Draft of Memorandum of Understanding • 6-7 March 2003 : 2nd workshop (Avignon) • 10 April 2003: final text of the MoU • 6 May 2003: deadline for the proposal • 2 July 2003: Audition (Brussels) • July 2003: Draft of the Consortium Agreement • 3 and 25 Nov 2003 : Negotiation meeting (Brussels) • End of 2003 : end of the negotiation with the CE • End of Jan 2004 : formal approval of the Project • February : Contract, and Consortium Agreement • 1st March 2004 : start of the Project • 27 April : 1st meeting of the Governing Board • May-June 2004 : signature of the Consortium Agreement Brussels, 11 July, 2005

  7. Preparation of the Consortium • The Consortium Agreement must describe: • The structure and organization (decision making) • The management of the resources with the network • The possible evolutions (changes of rules, of participants…) • Intellectual Property rights • Liability • … (see check-list) • Example: • ACTINET should be open to new partners, • Partners want to be contractors, • But ACTINET should remain manageable. • Core Group and unequal rights/duties of the member organisations : Total voting rights of the CG = 50% Total voting rights of the other partners = 50% Brussels, 11 July, 2005

  8. Preparation of the Consortium • ACTINET is structured with a Core Group • The consortium agreement was prepared within the Core Group, then discussed more widely, modified progressively. • It takes time because the various issues are raised successively, one after the other • Voting rules • IP matters • Liability • … • It is important to involve legal officers early enough, so that • they understand what the project is about, and • have the time to raise and solve the important issues Brussels, 11 July, 2005

  9. Governing Board representatives of member organisations general policy, budget Scientific Advisory Committee 8 members appointed for their personal expertise scientific guidance Executive Committee 9 members Task Groups EC “everyday” management Collaborations between Member Organisations research and training activities Organisation Brussels, 11 July, 2005

  12. The Budget • A large part of the activities are decided through an internal selective procedure (periodical calls) • budget guidelines are defined by the Governing Board • the allocation of the grant to the network members is not defined a priori. It depends on the outcome of the selection procedure… Brussels, 11 July, 2005

  13. The Reporting • A number of deliverables are defined during the preparation of the Contract with the Commission. This generally includes: • A project presentation • A communication Action Plan • Periodical Management Reports and Activity Reports • … • The Commission organises a periodical review • On the basis of the contractual reports, • With a review meeting between the Network management and the experts • The outcome of the review determines the continuation of the Project • The description of the work foreseen for the next 18 months period is provided under the form of an amendment to the initial Contract. Brussels, 11 July, 2005

  14. And after FP6… • Our objective is to maintain the Network after FP6 • A work is therefore being undertaken this year to define • an organisation • an economical model to achieve this goal. This will involve • the member organisation • external stake holders • the European Commission • … Brussels, 11 July, 2005
